RESOLVED- (a) That the Corporate Resilience Strategy 2025 – 2030 and associated Resilience Programme be approved. (b) That an allocation of £135,000 per year for a 2-year period, from capital receipts to fund two fixed term research posts be approved.
The Deputy Leader presented the Corporate Resilience Strategy and associated Resilience Programme for approval, together with the request for an allocation of £135,000 per year for a 2-year period to fund two fixed term research posts. The Finance and Resources Overview and Scrutiny Committee considered the report on 1 September 2025 and supported the recommendations, with the request that the Chair of the Finance and Resources Overview and Scrutiny Committee sits on the Corporate Resilience Programme Board, together with one other non-coalition Member. In relation to the above, as the Annual Review of Conwy's Programme and Project Management (PPM) Framework was approved at Cabinet on 8 July 2025 (Minute 121 refers) and proposed a more dynamic membership of Boards in line with the recommendations of the peer review the proposal could not be supported. Further to the above, Members were able to request access to minutes and agendas, with Local Members being included on ward specific Project Boards. There would be a dashboard of progress of projects and programmes to the Finance and Resources Overview and Scrutiny Committee every quarter. Discussion ensued as follows:- · A Member of the Finance and Resources Overview and Scrutiny Committee had welcomed the report and the work being undertaken to reduce the Council Tax burden on residents through identifying cashable savings. However, not including non-coalition Members on the Board was excluding input from 6 political groups, with many of those members having experience and expertise. · The Chair of the Finance and Resources Overview and Scrutiny Committee requested that Cabinet supported the inclusion of additional Members on the Resilience Project Board. It would be undemocratic to not support the addition of two Members to the Board, who would add value to discussions. · In response to the above, the Leader advised that the Board would need to move at pace and Cabinet Members would challenge that pace of delivery. The Board would not be making any decisions, with quarterly reports being presented to the Finance and Resources Overview and Scrutiny Committee giving all Members of that Committee the opportunity to challenge and scrutinise the report and any recommendations. · In term of the lack of representation of Finance and Resources Overview and Scrutiny Committee at Cabinet, the Chair of that Committee advised that she represented the whole Committee. RESOLVED- (a) That the Corporate Resilience Strategy 2025 – 2030 and associated Resilience Programme be approved. (b) That an allocation of £135,000 per year for a 2-year period, from capital receipts to fund two fixed term research posts be approved.

RESOLVED- (a) That subject to a public consultation being undertaken, the timetable and process for the Business Planning Framework for 2026/2027 be approved. (b) That the scale of the potential funding gap in planning for the 2026/2027 budget be noted, whilst accepting that, in the current context, financial planning continues to be extremely difficult.
The Leader sought approval for the timetable and process for the Business Planning Framework for 2026/2027. The Finance and Resources Overview and Scrutiny Committee considered the report on 1 September 2025 and supported the recommendations, subject to a public consultation being undertaken. The Leader advised that he supported the above recommendation for a public consultation. Discussion ensued as follows:- · The speculation in the press and social media regarding a 12.5% Council Tax rise was raised, as the process for setting the Council Tax had not started. The figure of 12.5% had been referenced at the Finance and Resources Overview and Scrutiny Committee as a possible sum, if Welsh Government was not forthcoming with an appropriate financial settlement. · Members of the Senedd representing Conwy should be challenged on ensuring fairer funding for the County Borough. Further to this was the announcement that Welsh Government would be withholding £300 million for the next administration. This was set against a backdrop of increasing demand for services in Conwy including housing, education and social care, together with ensuring that the most vulnerable were supported, whilst balancing a Council Tax increase with the understanding that the cost of living for residents was rising. · The Leader advised that, as a result, of the funding formula, which favoured a younger population, Denbighshire County Council received an additional £302 per head as part of the Welsh Government settlement and Gwynedd County Council received an additional £160 per head. As Conwy had an older population, it received a lower settlement and this highlighted the inequalities of the formula, as the social care costs for older people in Conwy were rising year on year. It was noted that work was progressing in reviewing the funding formula in terms of fairness of distribution. · Cabinet was always open to suggestions in terms of budgetary savings, which could be put forward as part of the Budget Working Groups and Members were welcome to present an alternative budget. · The Chief Executive, together with other Members, echoed the positive comments relating to staff who were balancing the ‘day job’ with finding efficiency saving and the wellbeing of staff was important. · Welsh Government had been advised of the data and the risks associated with not receiving a full settlement, which could result in the decision to cease services, which then may need to be reversed. · In relation to the public consultation, as the timescales for the Welsh Government announcing the provisional settlement would likely be later, the possibility of including detailed saving propositions in a public consultation would not be possible. Engagement had been undertaken with other Councils in terms of the public consultations they had undertaken as part of the budget setting process and further research would be undertaken.
