RESOLVED- That, having fully considered the responses to the public consultation, the draft plans for the Venue Cymru Future (VCF) project, which include relocating Llandudno Library and the Llandudno Tourist Information Centre (TIC) to Venue Cymru, be approved.
In the absence of the Cabinet Member for Culture, Governance and IT the Deputy Leader sought approval for the draft plans for Venue Cymru Future (VCF) project, which included relocating Llandudno Library and the Llandudno Tourist Information Centre (TIC). The Economy and Place Overview and Scrutiny Committee considered the item on 2 July 2025 and supported the recommendation within the report. Following the information relating to electricity charges being tabled by a Member at the Economy and Place Overview and Scrutiny Committee, the Strategic Director – Finance and Resources had since had sufficient time to review the information and responded as follows:- · Due to an accounting error, income related to recharge costs was miscoded, leading to restated savings. The Llandudno Library savings were now £98,069 and the Tourism Information Centre (TIC) were £24,691, totalling £122,760. · The extension of Venue Cymru would be required regardless of the library move and would increase floor space by 7.87%, with additional building costs estimated at £44,524 and additional rental income at £36,244, resulting in a net additional cost of £8,280. However, secondary spending in theatre facilities was expected to offset the cost. · The overall financial summary confirmed that the co-location of the TIC and Llandudno Library at Venue Cymru would yield savings exceeding £100,000, with a net saving of £114,480, supporting the accuracy of the report. In relation to concerns that the information had not been shared prior to the Economy and Place Overview and Scrutiny Committee to allow for a response, a Member advised that the information had only been provided to the Local Member for Gogarth Mostyn a few hours prior to the meeting. Discussion ensued as follows:- · The digital library service was popular and the library would offer digital access for young people with improved facilities. · The project would add value to an important asset by improving a building that was not currently fit for purpose and provide future sustainability of both Venue Cymru and the library. · Without the grant funding of £10m the replacement of seats and improvement of technical equipment could not be undertaken. · Llanrwst Library had been successfully co-located in Glasdir, Llanrwst and Conwy Library had been re-located into the Conwy Culture Centre. · It was hoped the savings would also safeguard the 5 community libraries in the County. · There were two free short stay car parking bays at Venue Cymru for those buying tickets and could be used for library users. The addition of further free spaces would be explored, if the library was co-located at the site. · There was a bus stop outside Venue Cymru and an accessible tactile path would be constructed from the bus stop to the building. · At the current Llandudno Library building, the electricity bill for the whole of the building was paid for by the Council, with 62% of the costs being recouped from the landlord. It was noted that there was a current discrepancy in the electricity costs with the supplier, which was being investigated. RESOLVED- That, having fully considered the responses to the public consultation, the draft plans for the Venue Cymru Future (VCF) project, which include relocating Llandudno Library and the Llandudno Tourist Information Centre (TIC) to Venue Cymru, be approved.
