RESOLVED: That the Children and Communities Grant end of year highlight report 2024-2025 be noted.
The Cabinet Member for Children, Families and Safeguarding presented Members with a report, which gave an overview of delivery of the Welsh Government’s Children and Communities Grant (CCG) in 2024/2025 and the outline plan for 2025/2026. The Service Manager for Commissioning and Quality Standards provided an overview of the CCG, to include delivery, future plans and financial/governance matters and officers from the following programmes provided an overview of the following, to include recent case studies, successes and challenges. • Youth Justice Service (YJS) - promoting positive engagement for young people at risk of offending (PPE) • Family Centres and Early Bird Courses • Play development and community play initiatives (Leisure Services) • Flying Start childcare expansion In scrutinising the report, the following was noted: • The importance and benefits of early intervention, prevention, equality of provision and support mechanisms across the County. • The complexity of childcare processes e.g. high costs faced by working parents and transport challenges between multiple childcare settings and the need to review sector capacity constraints and encourage further sector engagement. • On-going challenges, such as funding complexities and staffing levels/retention and contracts. It was recognised that fixed term contracts often resulted in recruitment and retention challenges due to job insecurity and sector pay issues. The Head of Service for Integrated Adult and Community Services reassured Members that there were no zero-hour contracts in place for grant funded staff. • In response, to concerns regarding gaps in engagement with young people during high-risk periods, Members were informed that professionals continuously attempted to engage, however, young people may have periods of crisis making engagement challenging. · The need to mitigate or remove disadvantages to young people, to enable them to have the same opportunities as others e.g. swimming lessons and other such activities. · Ensuring provision, providers and activities were available through the medium of Welsh, particularly in rural areas. Providing play development programmes / summer and sporting camps through partnerships with Town and Community Councils was highlighted. · Disappointment was expressed at the drop in spending on play sessions for children with disabilities. In response, Members were advised that due to one-off additional funding the previous year, availability of further sessions would be dependent upon future funding availability. • The Armed Forces Champion, Councillor Elizabeth Roberts, extended an invitation to work along-side the YJS to support young people, who wished to join the cadets or military. • The excellent work and enthusiasm in relation to the associated programmes was praised. RESOLVED: That the Children and Communities Grant end of year highlight report 2024-2025 be noted.
