The Cabinet Member for Housing, Regulatory and Audit provided the following response: · The Cabinet Member emphasised the importance of Member training, noting that it helped to ensure public confidence in Elected Members’ ability to discharge their duties properly. · All members of both the Statutory and General Licensing Committees received training to support their understanding of the committees’ quasi-judicial decision-making responsibilities and the relevant legal procedures, enabling them to contribute fairly and correctly. · New Members of the Statutory and General Licensing Committees undertook a three-hour introductory session and were provided with a handbook covering licensing, relevant legislation and Council policies. · Members were required to observe meetings before participating in proceedings as decision-makers. · Members were also invited to complete a four-hour online training course, which was intended to be completed within 12 months of appointment. The next course was scheduled for 9 and 10 June 2026. · The Cabinet Member added that Members may request further training at any time, and that additional sessions on Martin’s Law and Welsh Government taxi deregulation were planned for later in the year. In response, the Cabinet Member referred to his earlier answer and suggested that any concerns regarding the adequacy of the training should be discussed further with Councillor David Carr and the Monitoring Officer.

The Cabinet Member for a Sustainable Economy and Communications presented a report which sought approval to initiate a public consultation on the potential introduction of a discretionary Visitor Levy. Members discussed the following: · It was acknowledged that the tourism and leisure industry was important to the local economy and that many residents relied on it for their livelihoods. · It was advised that there were two opportunities each year to notify the Welsh Revenue Authority of the intention to charge a levy, namely in March or September, for implementation on 1 April or 1 October of the following year. · Concern was expressed that the proposal could amount to a tax on jobs. · The estimated cost of the consultation was confirmed as £18.5k and was funded through the UK Shared Prosperity Fund. · Local Authorities were only beginning to consider the levy, following the introduction of the legislation last autumn, whilst others were preparing to commence consultation. · Concerns were raised regarding the impact on residents, particularly those employed in low-income contracts within the leisure industry. · Following a suggestion that the consultation should be deferred until the next Council administration in 2027, the Chief Executive noted that, following the consultation, the Council would still have the option to defer any decision until after the Local Elections in 2027. · It was advised that the levy would apply to caravans for the first 31 days, but not thereafter where an exemption applied on the basis of the accommodation being a primary residence. · It was proposed and seconded that the consultation period should be extended to six months, until September 2026, in order to allow the tourism industry sufficient opportunity to engage during the busy summer period, but the proposal was lost.
