The Chair had attended several events, including a ceremony unveiling sensory boards in Pentre Mawr Park, Abergele, a ceremony to officially open the Bwthyn y Ddôl children’s centre, and the Abergele Town Council’s Community Awards, where Councillor Andrew Wood had received two nominations. The Chair referenced the St David’s Day Parade due to take place in Colwyn Bay on 3 March and offered best wishes for all parades taking place to mark the occasion. The Cabinet Member for Education extended his congratulations to Ysgol Eglwysbach on their success in the Language Charter Quiz as part of Welsh Music Day, where they topped a group of 3500 other schools across Wales. Congratulations were also extended to the Conwy Youth Service, which has been recognised by the European Federation as one of the leading teams in Europe for its work supporting homeless young people.
Councillor Harry Saville asked a question to the Cabinet Member for a Sustainable Economy and Communications as follows: - Will the Cabinet Member for a Sustainable Economy and Communications explain when the Council first became aware of the process for appointing the Pride in Place Neighbourhood Board Chair and Board members. The Cabinet Member for a Sustainable Economy and Communications provided the following response: The Pride in Place report presented to Cabinet on the 6 January 2026 demonstrated that the Council had a general awareness, that once the neighbourhood was approved, that it had a role in supporting the Member of Parliament, to appoint a Chair and establish the Neighbourhood Board. Explicit details of the process and the deadline to notify the Ministry of Housing, Communities and Local Government of the Neighbourhood Board membership was shared with officers at an introductory webinar on Wednesday 11 February 2026. Councillor Saville thanked the Cabinet Member for the response and expressed appreciation to the Leader and Cabinet Members for their efforts in identifying a neighbourhood in Llandudno to receive this funding, which was greatly valued within the town and presented an important opportunity for development. Given the short timescale, which allowed limited opportunity to scrutinise the appointees and provide necessary comments, it was asked whether a guarantee or commitment could be made to ensure that the decision could be subject to the normal call‑in process should any concerns be raised by Council members. The Cabinet Member for a Sustainable Economy and Communications confirmed that the decisions would be subject to call in. An invitation to a meeting had been extended to local members, and a report would be presented to Cabinet on 10 March 2026. Should the decision be called in, it was scheduled to be considered by the Economy and Place Overview and Scrutiny Committee on 25 March 2026, with an urgent additional Cabinet meeting arranged to take place after the scrutiny meeting.

The Cabinet Member for Culture, Leisure and Governance Services presented a report which, set out the Revised Political Balance - Allocation of Seats and Appointments to Committees. Following a change in group membership, Council was required to review the political balance requirements and the allocation of committee seats to political groups. An amendment was made to recommendation C, applying the option to reduce the Senior Employment Committee’s membership to five if an increase to nineteen was considered impractical for the committee’s purpose. Members discussed the following: • Concern was raised regarding the recommended reduction in the total membership of the Senior Employment Committee, as the committee was regarded as critical to the authority’s effectiveness, and having so few members involved in much of the process was not considered sufficiently representative. It was proposed and seconded that the Senior Employment Committee be politically representative rather than politically balanced, with a membership of nine. The above amendment was lost, and a further amendment was proposed that officers explore alternative ways of finding political balance, without increasing committee membership sizes. RESOLVED: a) That those committees currently with a membership of 17 be increased to 19 and that the seats on those committees be allocated as per the table within paragraph 3.6 of the report. b) That there is no change to the size of the General Licensing Committee and the Statutory Licensing Committee and both those committees retain a membership of 15. c) That the size of the full Senior Employment Committee reduces to 5 and the seats are allocated to those groups listed in paragraph 4.1 of the report, and that the Monitoring Officer and the Head of People and Performance revisit the functions of the full committee and the sub-committee and that any necessary amendments are made to the Constitution. d) That the membership of the Democratic Services Committee as listed in paragraph 3.8 of the report with the addition of Cllr Ifor Lloyd and Cllr Cheryl Carlisle be approved e) That officers, in consultation with Group Leaders, look at an alternative option for the allocation of seats, based on political balance requirements but keeping the size of committees static (with a suggested membership of 15 for the larger committees), and that a report be presented to the Council Annual General Meeting in May 2026.

The Cabinet Member Finance and Strategic Planning presented a report on the Pay Accountability in Local Government: Pay Policy 2025/2026 including the Local Government Pension Scheme (LGPS) Discretionary Pension Statement. Members discussed the following: • It was confirmed that parity of pay across the authority was essential and that it was difficult to compare roles and pay with other organisations due to a difference in the setting of pay boundaries. • It was confirmed that there hadn’t been any changes to contracts due to the ability to work from home. Whilst working from the office was encouraged for a portion of the working week, some staff were unable to attend due to ill-health or had a job which wasn’t conducive to working at the office. • The removal of the lowest pay scale would affect around 400 staff and would have a knock-on effect to staff higher up the pay grades, incurring significant costs, however this was an issue which would need reviewing within the next few years. RESOLVED: a) That the Pay Policy Statement for 2026/2027 and appendices including the Local Government Pension Scheme (LGPS) Discretionary Pension Statement be approved. b) That given the previous Council decision, and the current financial position, the appropriate timing of a future review of Chief Officers pay should be considered during 2026-2027.
