The Cabinet Member for Environment, Roads and Infrastructure and Deputy Leader extended his thanks to Environment, Roads and Facilities staff for their hard work during the year. There would be a change in waste collections days over the Christmas period which had been publicised via social media. The Chief Executive and the Strategic Director for Social Care and Education had recently visited several schools that were providing excellent support for pupils despite challenging circumstances.
Councillor Cheryl Carlisle asked the Leader the following question: In light of the revelation in the Betsi Cadwaladr University Health Board (BCUHB) papers (27 November 2025) – that the proposed ‘Conwy West Large Scale Integrated Health, Care and Well-being Hub’ which was approved by Welsh Government in 2023, has now been deferred until 2028/2029 following a prioritisation exercise and funding returned to Welsh Government - Please can you tell us when you were informed, and the Chief Executive made aware, that the Conwy West scheme was no longer a priority for BCUHB and the Welsh Government, as the residents of Conwy deserve safe and timely care in a well-resourced GP setting. The Leader provided the following response: The Leader was not made aware of the deferral of the Conwy West Integrated Health, Care and Well-being Hub until after the BCUHB Board meeting on 27 November 2025. Although there had been discussions over the summer about possible delays to the project’s timetable, no confirmation was provided to Conwy County Borough Council (CCBC) officers prior to the Board meeting. The Chief Executive of Conwy County Borough Council had previously raised the importance of the site in discussions with the Chief Executive of BCUHB, and relevant officers were subsequently tasked with further follow-up. After the Board meeting, CCBC’s Chief Executive wrote to the Chief Executive of BCUHB to express disappointment that the Council had not been informed in advance, and requested that BCUHB arrange to meet and engage with local members affected by the decision. Councillor Cheryl Carlisle stated that CCBC should have been notified about the plans to defer the Care and Well-being hub, which would have allowed the Leader and Chief Executive to lobby against the decision.
