RESOLVED: That the Audit and Governance Committee Forward Work Programme be approved.
The Governance and Audit Committee Forward Work Programme was presented. The following was discussed: • It was confirmed that the Panel Performance Assessment (PPA) report had been finalised and that an associated action plan was being developed. It was further noted that the report had not progressed during the election period. • A timetable was in place for sign-off of the report and the Governance and Audit Committee was due to consider the report and provide input to the draft management response on 29 June, 2026. • Whilst the PPA was not an Audit report, it was of interest to the Governance and Audit Committee. • It was reported that the next steps included staff and stakeholder survey results, which would inform the new Corporate Plan. Progress against the recommendations would be reported to the Committee to provide assurance; the arrangements for reporting were still under discussion. • It was agreed that consideration would be given to how the Governance and Audit Committee might take account of the work of the Corporate Joint Committee’s (CJC) Audit Committee, and that the process for updating the Council on progress in relation to the work of the CJC would be discussed. RESOLVED: That the Audit and Governance Committee Forward Work Programme be approved.

The Head of People and Performance presented the Annual Governance Statement for 2025 2026. The following was discussed: • It was advised that budgetary savings had been proposed which could reflect elements of managed decline, longer delivery timescales, efficiencies, or service reductions. It was noted that specific examples would need to be provided at a later date. - Engagement on proposals had included a stakeholder survey, self-assessments and consultations with the public. • The Cabinet’s four-month forward work programme was queried as it did not provide a medium-term approach and it was suggested that an annual rolling programme would be preferable. - It was also suggested that addressing expectations for lay and co-opted members was an area requiring attention and improvement. It was also suggested that the Member Development and Information Forum could be beneficial to lay and co-opted members. - The above points raised would be discussed with the Head of Democratic Services. • It was suggested that the purpose of the Partnership Boards listed in Appendix 3 of the report was unclear and that third parties may not understand their functions without further explanation. - It was also suggested that the use of colour coding in Appendix 3 was unclear and required reviewing. RECOMMENDED TO CABINET: That, subject to consideration of suggestions made by the Governance and Audit Committee, that the Annual Governance Statement for 2025 to 2026 and the accompanying Local Code of Governance and Governance Framework be approved.
