The Cabinet Member for Finance and Strategic Planning introduced the Fees and Charges Review update and the new Fees and Charges Policy and the Head of Finance highlighted key points from within the report. In scrutinising the report, Members discussed the following: - It was confirmed that the proposed introduction of blue badge bays would apply only to Llandudno and Colwyn Bay promenade. Existing arrangements required blue badge holders to pay when using a standard parking bay within a car park. • In respect of the increase in leisure fees, it was confirmed that the additional rise for concessionary rates was due to a previous anomaly. • It was confirmed that building control was a not‑for‑profit service and that the increase, unchanged for the past two years, was required to cover costs and was in line with other Local Authorities. • The draft Waste Policy would go out to consultation prior to submission to the Economy and Place Overview and Scrutiny Committee and Cabinet. - Whilst the community skip initiative had received a positive response, budgetary constraints meant that this could not continue. - Some Town and Community Council initiatives were in place. - Fly‑tipping mainly consisted of bags of rubbish rather than bulky items. - It was suggested that Cartrefi Conwy could consider providing community skips for residents without access to a vehicle. - It was noted that the Environment, Roads and Facilities (ERF) service provided an excellent service in collecting rubbish as a result of local litter‑pick initiatives. RECOMMENDED TO CABINET: That the Fees and Charges Policy be approved. Note: Councillors Sharon Doleman and Cheryl Carlisle declared a personal interest in the above agenda item as a member of their family were in receipt of a blue badge. The Cabinet Member for Finance and Strategic Planning introduced the Revenue Budget 2025/2026 - Quarter Three Monitoring Report and the Strategic Director – Finance and Resources highlighted key points from within the report. It was noted that additional Council Tax recovery income could be realised by the end of the financial year but that consideration would need to be given to the adequacy of the bad debt provision, and that any savings arising from reduced external borrowing would be transferred to the Council’s reserves. In scrutinising the report, Members discussed the following: • It was confirmed that the Council Tax collection rate had decreased by approximately 1.2%, which was consistent with the national trend. - Residents were able to pay their Council Tax over a 12‑month period rather than the standard 10 months. - From April 2026, the Welsh Government (WG) was extending the time households had to address missed Council Tax payments before enforcement action. - Early intervention to assist residents who were struggling to pay was essential. • Concerns were raised that for every £10 allocated to schools £1 was spent on school transport. - The Strategic Director – Finance and Resources would review other Local Authorities’ expenditure on home‑to‑school transport to see if that proportion was consistent. - A new Home to School Transport Policy had been implemented and a travel trainer had been appointed. - The review of transport arrangements and associated costs remained a key area of focus. - A robust resolution process was in place. - It was suggested that consideration be given to establishing an in‑house service utilising electric vehicles. • It was confirmed that the current level of reserves was at 2% of the Council’s budget, however the addition of earmarked reserves increased this to approximately 5%. - Some reserves may need to be utilised, if the overspend could not be addressed. - Reserves may also need to be utilised to meet unexpected costs such as storm‑related expenditure and school loans. - The use of reserves to set the budget was not recommended. RECOMMENDED TO CABINET: a) That the latest financial assessment of the estimated budgetary position for 2025/2026 be noted. b) That the virements set out in Appendix 1 of the report be approved.

In scrutinising the report, Members discussed the following: • Concerns were raised regarding residents’ inability to sustain continued rises in Council Tax. • It was confirmed that the resilience programme would deliver a mixture of efficiencies and resilience savings. • Details regarding Town and Community Council precepts would be provided within the report to Council on 5 March 2026. • Concerns were expressed that the school’s standstill budget may increase their deficit. - It was confirmed that most services had a standstill budget. - A review of school’s funding formula was required. - Additional information on school deficits, reserves and anticipated redundancies was requested. • Budget Working Groups had reviewed all proposed savings and it was unlikely that additional savings could be found at this late stage. • Whilst the below amendment to the proposal was put forward, the proposal was not seconded: - An additional 1% Council Tax increase in addition to the budget proposals set out in Table 5 of appendix 1 of the report, to raise approximately £866,000 to address capacity issues in: - School estate rationalisation - Deprivation of Liberty Safeguards (DoLS) backlog - Regulatory services (planning, enforcement, landlord compliance) - Housing standards RECOMMENDED TO CABINT: That the budget proposals as set out in Table 5 of Appendix 1 of the report be approved and that the budget be recommended to Council.
