The Head of Democratic Services presented an Audit Wales report on the Governance of National Park Authorities. The audit report made one recommendation pertaining to “improving accountability for members.” The following was discussed: · The action plan was welcomed. · Procedures were in place for Members, who were representatives on certain outside bodies, to feedback to Cabinet on a 6 monthly basis and these procedures would be tightened. · In relation to a concern that not all Council representatives that sit on the Eryri National Park Authority (ENPA) resided in the National Park, Members were advised that, in line with the protocol, it was a requirement that the appointment of the three Council representatives to the ENPA were made based on political balance, as a result it was not always possible for a representative to reside in the National Park. · Members were assured that nominations for representatives to the ENPA were sought via the Group Leaders of the political parties and that the protocol for appointing to the National Park was also shared so that due consideration could be given to the requirements of the protocol. · Further to the above, a Member queried how feedback could be provided in respect of the protocol on the selection of County Councillors as Members of National Park Authorities. In response, the Chair agreed to raise the matter further with the Head of Democratic Services and the Cabinet Member. However, it was noted that Audit Wales had not raised any concerns around the appointment protocol (which was a Welsh Government protocol, supported by WLGA). · It was noted that the consultation was undertaken with the ENPA in relation to the timetabling of meetings. RESOLVED: a) That the Democratic Services Committee supports the proposed actions put in place to respond to the recommendation included within the Audit Wales report on the Governance of National Park Authorities. b) That the Audit Wales report on the Governance of National Park Authorities and action plan be referred to the Governance and Audit Committee, to provide assurance that the content has been acknowledged and that proactive steps have been made to address the recommendations included within the report.
