RESOLVED: That, subject to the above, the update from North Wales Housing be noted.
The Chief Executive of North Wales Housing, Helena Kirk, provided an overview of the work of the organisation across Conwy and Denbighshire, together with an update on the contribution and commitment to the Public Services Board (PSB) and the benefits to North Wales Housing as a participant on the PSB. Reference was made to the following: · The vision of the organisation · North Wales Housing was a local employer (employing 230 employees) and had stock across Conwy and Denbighshire amounting to 1572 properties in Conwy and 75 in Denbighshire · The organisation contributed to local neighbourhood well-being and the development of a Neighbourhood Plan, in consultation with residents · Poverty and prevention work e.g. affordable rents, access to hardship funds and increased resources to assist tenants and the community · Short and medium term areas of success, together with bigger challenges faced by both Registered Social Landlords (RSLs) and Local Authorities e.g. increasing numbers of people requiring additional support and limited housing supply · Reference was made to the climate and nature emergency, Decarbonisation Action Plan and the Well-being of Future Generations (Wales) Act 2015 · Collaboration success achieved with both Conwy and Denbighshire Councils was highlighted · Working collaboratively as part of the PSB had helped inform internal priorities, corporate plans, and improve signposting and contacts · North Wales Housing and partners contributed to the PSB in relation to the Well-being Plan 2023-2028. · Collaboration work in relation to key themes, such as climate change, retrofit programmes, new homes and tacking homelessness · Reference was made to the Social Housing Decarbonisation Fund, the Single Access Route to Housing (SARTH) and how all Registered Social Landlords (RSLs) have to operate within the Welsh Government’s (WG) Welsh Housing Quality Standard (WHQS) Framework · Advocating the Healthy Travel Wales Charter Members welcomed the informative update and went on to discuss the following: · Supply and demand for quality affordable housing · Bringing empty homes back into use – some empty homes had been purchased with the assistance of Local Authorities and Transitional Accommodation Capital Funding Programme (TACP). It was noted that North Wales Housing currently had no empty housing stock. · Having an appropriate channel to communicate issues of concern, particularly in relation to well-being concerns. In response, the Chief Executive advised that a Customer Service Team managed all enquiries/correspondence via a generic e-mail address and always endeavoured to promptly direct enquiries to relevant teams. If for some reason communication had not been satisfactory, the Chief Executive welcomed further discussion in order to resolve any issues. · Purchasing older and long-term empty properties and issues associated with the cost of retrofitting those homes – in response, the Chief Executive advised that revenue reserves currently funded the retrofit / decarbonisation of homes, in line with WG targets. · Exploring the possibility of a wider / regional approach in terms of anti-social behaviour. In response, the Chief Executive advised that, whilst North Wales Housing was proactive in terms of anti-social behaviour and had a dedicated Neighbourhood Team, who worked closely with North Wales Police, the suggestion was welcomed and one that she would take forward and discuss further with partners and other RSLs with a view to exploring the potential of adopting a universal approach towards anti-social behaviour. RESOLVED: That, subject to the above, the update from North Wales Housing be noted.
