Further to a site visit, Miss Sioned Edwards (Agent) spoke in favour of the application. The Principal Planning Officer presented photos in the Heritage Statement of the inside of the building and from images taken in 2014 showing the condition of the inside of the building as well as photomontages showing the proposed building. An addendum to the report was presented highlighting the following: · Further objections were received, including an additional objection from the Theatres Trust (statutory consultee) and a summary of these objections was read out to members. · Reference was made to Policy CFS/1 and Planning Policy Wales. · Surveys of the building had confirmed the presence of asbestos and Reinforced Autoclaved Aerated Concrete (RAAC) panels. The building was currently out of use until appropriate remedial measures had been put in place. · Officers considered that sufficient evidence had been provided regarding marketing the property, which had remained vacant for a long period. · The applicant was not currently in a position to enter into a S106 agreement with the Council, because they did not yet have an interest in the land and the applicant should first enter into a Section 111 agreement. In considering the application, discussion arose regarding the following: · Some disappointment was expressed that no designated parking provision would be provided · Active Travel Requirements · Loss of the theatre and the impact on the community. · Concern was expressed that public toilets would be lost. · Concern was expressed that if this development did not proceed the building would be left vacant. The Committee Members supported the proposed development, subject to a planning condition to retain the proposed performance area within the building. Further to a site visit, Miss Sioned Edwards (Agent) spoke in favour of the application. The Committee did not support the Officer recommendation and was minded to grant planning permission for a temporary period of up to three years for the following reasons: · The pavilion structures maintained the viability of the White Lion Inn, which formed an important community resource for the settlement · The pavilion structures were free standing and did not directly affect the neighbouring listed buildings · The impact on the setting of the listed buildings and conservation area was reversible · Granting planning permission for a temporary period of three years would give the applicant an opportunity to propose a more permanent solution · Planning Policy Wales advised that development which did not preserve or enhance the character and appearance of conservations areas could exceptionally be permitted on public interest grounds As a consequence of Members being minded to grant conditional planning permission for a temporary period of up to three years, which was contrary to the Officers’ recommendation, and in accordance with approved procedure, Members were informed that the application would be referred back to the next meeting of the Planning Committee for further consideration.
