RESOLVED: That the minutes of the meeting of the Education and Skills Overview and Scrutiny Committee held on 24 September 2024 be approved and signed as a correct record.

RESOLVED: That the Public and Press be excluded from the meeting under the provisions of Section 100A of the above Act during consideration of the following items as it involved the likely disclosure of exempt information as defined in paragraphs 12, 13, 14 and 15, Part 4 of Schedule 12A to the Act and that in all the relevant circumstances, the public interest in maintaining the exemption outweighs the public interest in disclosing the information.

RESOLVED: That the Forward Work Programme for the Education and Skills Overview and Scrutiny Committee be approved together with the combined Forward Work Programme.
The Scrutiny and Committee Services Officer presented Members with the individual Forward Work Programme (FWP) for the Education and Skills Overview and Scrutiny Committee, together with the combined FWP. The following changes were highlighted: · As there had been no changes to the School Admission Policy, it would be removed from the FWP. · An update on the School Improvement Model would be presented at the meeting on 13 February 2025. · An update in respect of work undertaken to improve attendance and the provision for education other than at school would be presented at the meeting on 1 April 2025. Members discussed the following: · It was confirmed that, as the North Wales Regional School Improvement Service (GwE) would cease in April 2025, a report on school standards would be produced by Conwy County Borough Council Education Officers. · A budget report would be presented to the Finance and Resources Overview and Scrutiny Committee, which would include indicative school budgets. RESOLVED: That the Forward Work Programme for the Education and Skills Overview and Scrutiny Committee be approved together with the combined Forward Work Programme.
The Cabinet Member for Education introduced a report which set out revisions to the procedure for the appointment of Local Authority Governors in schools and the Education Improvement Service Manager highlighted key points from within the report. In scrutinising the report, Members discussed the following: • The number of Local Authority Governor vacancies was variable. Current data on vacancies would be shared with Members. • Local Authority School Governor requirements would be updated and consideration would be given to the inclusion of a role specification document. RECOMMENDED TO CABINET: That the revised procedure for the appointment of Local Authority Governors, as outlined in the flowchart, be approved.
