In scrutinising the report, Members discussed the following: · The importance of promoting the Welsh language was recognised and learners were praised and encouraged to continue to practice their Welsh language skills in the workplace. · Promoting opportunities to receive a Welsh language education and available support for parents. · Welsh language funding – it was noted that the Welsh Language Standards were a statutory requirement. The Welsh Language Champion, Councillor Gwennol Ellis, encouraged all Members to read the Welsh Language Policy and appealed to Members and staff to use their Welsh skills in public meetings. Thanks were extended to the Welsh Language and Translation Service for their work. RECOMMENDED TO CABINET That the Welsh Language Standards Annual Report be approved for publication.
The Leader and Portfolio Holder for Finance and Finance Strategy introduced an update on the Resilience Action Plan, and the Strategic Director, Finance and Resources highlighted key points from within the report. In addition, it was noted paragraph 3.5 of the report should read September 2024 not 2025. In scrutinising the report, Members discussed the following: • Clarification was sought in relation to direct payments automation (appendix 2) - Members were advised that the supplier had withdrawn from the market and currently, there was no other alternative product available. · In respect of resilience, the strategic use of assets and the need for a plan to rebuild reserves. - It was acknowledged, that a three-year financial settlement from Welsh Government would help significantly in terms of formulating a plan to try and build up reserves and improve on the situation. In addition, for clarity, the Strategic Director – Finance and Resources advised that capital receipts could not be used for revenue activity/reserve. • The importance of using the Council’s powers effectively and efficiently, whilst taking on board the advice from CIPFA. - Assurance was given that elements of CIPFA advice had been incorporated into the Resilience Action Plan and that the work of the Strategic Budget Groups was welcomed in respect of challenging service budgets. - In addition, an outturn report for 2024/2025 would be presented to democracy in July, 2025, which would give Members an opportunity to scrutinise reserves/ear-marked reserves and determine their appropriateness. • Clarity was sought in terms of scoping a resilience plan for education and schools. - Whilst schools and Governing Bodies managed their budgets, the Authority was on hand as a ‘critical friend’ to assist. • It was suggested that a review of non-essential spend was necessary as some frontline services required additional support. RECOMMENDED TO CABINET: That the progress against the Resilience Action Plan, together with the ongoing work and remaining actions in the plan be approved.
The Cabinet Member for a Sustainable Economy introduced the Asset Management Plan (AMP) - Disposal Policy and the County Valuer and Asset Manager provided an overview, highlighted key points from within the report and stated that reference to a threshold of £500,000 in the report was incorrect and should read £250,000. In scrutinising the report, Members discussed the following: · The Chair expressed concern regarding the prematurity of the report and felt that the Disposal Policy should be considered alongside the AMP, Strategy and other related policies. • Some Members expressed concern that the Asset Management Task and Finish Group had yet to review the Asset Management Plan (AMP), therefore, discussion in relation to the Disposal Policy, which included significant changes, was considered premature and proposed that Cabinet defer consideration of the policy until the AMP and Strategy had been further developed. • A rural Member queried the Council’s Farm Strategy for the future. - Members were advised that, two farms were currently in the processes of being sold, which would only leave two or three farms left in the ownership of the Authority, therefore the same policy would apply. • Whilst the modernising and streamlining of the disposal process and thresholds, in order to expediate process was supported in principle, clarity was sought in terms of the consultation process with Local Members and the call-in procedure, particularly for single member wards. - It was confirmed that the call-in process and overview and scrutiny arrangements would remain the same and that Local Member consultation would continue as it does now. - It was noted that 3 Member signatures were required to support a call in. • Reviewing examples of good practice and complying with the CIPFA Health Check guidance on how the Council managed its land and buildings e.g. AMP and Strategy was acknowledged. • The importance of oversight and value for money for residents when disposing of assets was highlighted, together with the need for a Community Asset Transfer Plan, which would assist communities, particularly those in rural areas. • In relation to the asset portfolio and allocation of receipts, specifically relating to education services, Members were advised that a report on both capital and revenue receipts would be presented to democracy shortly. • A trial period until 5 January, 2026 , monitored by the Asset Management Task and Finish Group was proposed and seconded, together with the need to schedule on the forward work programme a review of the Asset Management Plan for 5 January, 2026 RECOMMENDATION TO CABINET: That the draft Asset Management Plan - Disposal Policy be approved for a trial period and monitored by the Asset Management Task and Finish Group and that it be scheduled on the forward work programme for review with the Asset Management Plan for 5 January, 2026.
