The Leader introduced the Audit Wales local and national Financial Sustainability reports and the Strategic Director, Finance and Resources highlighted key points from within those reports. The local report made one recommendation pertaining to the development of arrangements to identify savings. The reports would also be shared with the Governance and Audit Committee to provide assurance around the Council’s management of audit actions. In scrutinising the reports, Members discussed the following: · Whilst examples of good practice in respect of transformational change had been requested from Audit Wales, none had been provided. - Service delivery and the reallocation of resources would be considered. - A range of activities were taking place, which included the work of the Strategic Schools Group, the Asset Management Plan, an administrative review and work in relation to artificial intelligence. - Progress would be shared as part of the Performance Self-Assessment report. · It was suggested that Social Care should be considered on a national level and that consideration be given to shared resources. - Benchmarking of social care spend had previously been raised with Audit Wales and would be followed up. · The Welsh Local Government Association’s (WLGA) response to the reports indicated that they were too simplistic. · Audit Wales officers would be available to answer questions at the Governance and Audit Committee. · Whilst a request to review the funding formula could be made to Audit Wales, it was not in their remit to determine the policy of how the Welsh Government (WG) distributed their funding. However, that is not to say that there wasn’t other useful commentary that they could make, which did fall into their remit. - Cabinet Members continued to lobby WG in respect of the funding formula. · It was confirmed that WG made an annual capital direction which allowedcapital receipts to be used for revenue purposes that achieve efficiencies. Decisions to allocate funding in this way would be made in accordance with the financial regulations: - Spend up to £100k required Section151 officer approval, Spend over £100k required Cabinet approval and spend over £500k required a Council decision. - The quarterly monitoring report would detail budget virements approved by the Section 151 Officer. Virements above this level would be subject to a separate democratic report. - Details of any additional investment of resources to assist in the delivery of the resilience plan could be included within a report detailing the implementation of the resilience plan. · Whilst it was suggested that a more realistic budget should be set, it was advised that areas of overspend were demand led and difficult to estimate. - WG Settlement timescales were challenging. - Unexpected events such as storms had an impact on the budget. · It was confirmed that the average Council Tax increase of 66% for a band D property between 1999-2000 and 2023-2024 was a national figure. · Discussions were taking place with neighbouring authorities in respect of joint working. - Corporate Joint Committees would consider joint working for some functions. - Joint working would not necessarily realise savings. · Whilst the Leader and Chief Executive attended a significant number of external meetings, it was imperative that CCBC in full was represented. · Recognition of Audit Wales’ assessment of Carmarthenshire County Council’s long term planning, service transformation and resilience. · It was suggested that a more inclusive approach, involving all Members was required, in respect of the budget setting process. · It was also suggested that the Council’s resilience plan be re-examined and that the Financial Sustainability report findings be considered. The following proposals were made: · That a letter be sent to the First Minister requesting a strategic review of Local Government funding. · That an invitation be sent to Local Government Ministers to attend a meeting with CCBC Councillors in respect of the funding formula. · That representatives from Carmarthenshire County Council be invited to provide a presentation to CCBC on their approach to service transformation. · That a meeting be arranged with the Strategic Director – Finance and Resources and the Cabinet Member for Housing, Homelessness and Service Change for Members to consider the robustness of CCBC’s resilience plan. RESOLVED: a) That the Leader and Chief Executive be requested to write to the First Minister asking for a strategic review of Local Government funding. b) That the Leader and Chief Executive be requested to write to the appropriate Welsh Government Minister inviting them to attend a meeting with all Conwy County Borough Council Members, or if more appropriate, Political Group Leaders, in order to discuss Local Government funding. c) That representatives of Carmarthenshire County Council be invited to provide a presentation to Conwy County Borough Council on their approach to service transformation. d) That an invitation be extended to the Strategic Director – Finance and Resources and the Cabinet Member for Housing, Homelessness and Service Change to attend a meeting with Members to consider the robustness and pace of change within the Council’s resilience plan.
