Mr Peter Lloyd (Agent) spoke in support of the application. An addendum to the report was presented, highlighting the following: • In respect of health contributions, Betsi Cadwaladr University Health Board (BCUHB) had failed to clarify whether the proposal would result in a direct impact on local demand for health services, which could not be met through existing capacity. In the absence of such clarification and for reasons stated with the Committee report, officers did not consider that a contribution for health provision should be sought. • The Highways Authority confirmed that the revised swept path analysis drawing was acceptable. • As a result of highway issues relating to the planning application being resolved, a revised recommendation to that within the Committee report was presented. In considering the application, discussion arose regarding the following: • Members welcomed the provision of a 100% affordable housing mix in an area of significant housing need. • The Section 106 contributions, together with the eco-friendly development was welcomed. • Some disappointment was expressed that BCUHB had not engaged more with the consultation in respect of health provision. • Confirmation was sought in terms of the provision and location of a pedestrian island crossing. In response, the Principal Planning Officer advised that the matter would be discussed further with the Highway Authority.
