The Facilities Manager presented a report on the recent storm events, the position in terms of ongoing repairs, de-cluttering the quayside and a proposal to introduce commercial vessel mooring fees in order to provide income to assist with increasing costs to maintain quayside infrastructure. The Harbour Master advised that as a service, the Harbour Authority had been asked to look at ways of generating revenue and savings. As a consequence, a benchmarking exercise had taken place of all harbours, ports and marinas in Wales and Conwy was the only place in Wales, where commercial users did not pay for moorings. The cost of materials had increased, therefore additional income was necessary in order to maintain the quayside for everyone’s benefit. In addition, it was noted that the current system was being abused by some users. In considering the report, Members made reference to the following: • Councillor Goronwy Edwards, Cabinet Member for Infrastructure, Transport and Facilities and a Member of the Conwy Harbour Advisory Committee, stated that he had recently met with commercial users of the quay, who had raised a number of concerns regarding the process and introduction of commercial vessel mooring fees. Whilst Councillor Edwards was not opposed to increasing income to maintain the harbour, a pause and review of any charges was proposed in order to seek clarity in relation to the decision making process for introducing such fees and to review grant funding conditions, past and present. • The Vice-Chair, expressed disappointment at the failure to meet sooner and stated that, whilst there was an acceptance amongst commercial users that a charge was necessary, a pause and review would be welcome and also allow time to review grant aid provision. • The Local Member for Conwy, Councillor Sian Grady, whilst not opposed to the principle of introducing reasonable mooring fees, was also supportive of a pause and review. In addition, Councillor Grady expressed disappointment that she had not been consulted on the proposed introduction of commercial vessel mooring fees as one of the local elected members for Conwy town. The Head of Service assured Members that the process had been followed correctly. In addition, discussion arose regarding the following: • Roger Millward (Conwy Marina Berth Holders Association) had been approached by the Conwy River Festival Committee to request whether Conwy County Borough Council would waive the cost of traffic orders on behalf of the River Festival, which was considered a community event. In response, the Facilities Manager stated that he had liaised with Highways Department and traffic order fees would remain in place at this time. • Mr Doug Blair (Substitute Member for the Conway Yacht Club Ltd) had submitted some questions for the attention of the Chair and officers in relation to sailing cruisers and pleasure users of the harbour and loss of amenities as a result of Storm Darah. In response, the Harbour Master advised that he would provide a full response to Mr Blair by the end of the week. Members welcomed the informative harbour update and whilst the majority were not opposed to income generation in principle, it was acknowledged that further work and consultation was necessary.
