RESOLVED: That the Cabinet Member for Infrastructure, Transport and Facilities be requested to further consult with Local Members and reconsider the Delegated Decision regarding the County Borough of Conwy (Prohibition and Restriction of Waiting and On Street Parking Places)(Consolidation) Order 2006 (Amendment No 1) Order 2024 - Schedule 4 – reduced parking charges on the Promenade, Old Colwyn. Councillor Goronwy Edwards (Cabinet Member for Infrastructure, Transport and Facilities), who had made the original decision, declared a personal and prejudicial interest in the above item, but in light of the call-in, Members voted in favour of allowing the Cabinet Member to remain in the meeting and take part in the debate.
Further to a Delegated Decision by Councillor Goronwy Edwards (Cabinet Member for Infrastructure, Transport and Facilities) (dated 11.03.2025) in relation to the County Borough of Conwy (Prohibition and Restriction of Waiting and On Street Parking Places)(Consolidation) Order 2006 (Amendment No 1) Order 2024 – Schedule 4 Old Colwyn Promenade, Councillors David Carr, Cheryl Carlisle, Neil Coverley and Gail Jones had called the decision in and requested an amendment to Schedule 4 of the Order in respect to a reduced parking charge on the Promenade, Old Colwyn. In line with the Overview and Scrutiny Public Engagement Protocol, Brian Cossey (Treasurer of the Old Colwyn Residents Association), spoke on behalf of the Old Colwyn Residents Association and the late Monty Slocombe (Secretary of Old Colwyn Residents Association), who had sadly passed away. Mr Cossey made reference to the following: · Lack of face to face consultation – it was noted that some time back, residents were told that the Old Colwyn promenade would not have charges put in place. · The need for a comprehensive coherent policy – the feeling amongst residents was that, such charges were implemented on an ad-hoc basis and for monetary gain. · Lack of amenities – the Old Colwyn promenade lacked toilets, a kiosk, games/ seating and did not have a sandy beach. The Chair thanked Mr Cossey for his attendance, acknowledged his concerns and extended condolences, on behalf of the Committee, to Mr Slocombe’s family. In addition, Councillors Cheryl Carlisle, Gail Jones and David Carr reiterated their concerns and reason for calling in the decision as follows: · This decision imposed parking charges in Old Colwyn where none existed before. · These charges went against Welsh Government guidance. · For Local Authorities in Wales introducing parking charges where none existed before, the guidance from the Welsh Government emphasised managing parking to improve traffic flow and public transport, while ensuring charges were proportionate and revenue was used for transport purposes. · Reponses received by residents and Councillors from Officers and Cabinet Members fly in the face of the guidance from Welsh Government. · Responses received gave the reasons that other Local Authorities had such charges. The money would go to pay for Social Care and it was a legitimate source of income for the Council. The Cabinet Member for Infrastructure, Transport and Facilities noted the points raised by Local Members and residents and stated that, such objections had already been made during the consultation period, which had in fact, been extended to take into account concerns raised. In addition, a number of concessions had already been made, as a result of the consultation responses, to reduce parking at certain times of the year. In addition, reference was made to the following: • In relation to policy, the Council’s Parking Strategy, which was adopted by the Council in 2016, made specific reference to the need to create a controlled parking zone (CPZ) on the Old Colwyn promenade. · The CPZ proposal at Old Colwyn was consistent with the whole of the Bay of Colwyn area and also North Shore Llandudno, where the demand for parking spaces was high during peak periods. · Restrictions would only apply between 10:00 and 16:00 (where demand was likely be at its highest) all other times would be free of charge. · The limitation of restricted times would allow for local activities, which usually took place early mornings or evening times. · The proposed charges reflected the local demand of the area where a reduced charge for the 2 hour parking had been put forward. The concession would only apply for the Old Colwyn section. · Not applying any charges at Old Colwyn would risk the area being overwhelmed by long stay/visitor parking, who would be inclined to avoid the parking charges that would be in place on the rest of the Promenade area. This would create a higher demand for the area, which could restrict local usage and access. · Concerns regarding displacement of parking onto nearby residential streets had been considered and the situation would be monitored. If such concerns did materialise then appropriate and targeted measures could be put in place. · A Traffic Regulatory Order (TRO) specific Equality Impact Assessment (EQIA) was being put in place, which would cover all TRO activities in the County and ensure that the Local Authority was fulfilling its duties under the Equality Act 2010. · Five disabled parking bays had been provided, which would allow blue badge holders to park free of charge. The location of the disabled bays could be reviewed and repositioned if required, following a bedding in period. · The Local Authority was not aware of any promises made or documented by Council officers that no parking charges would be introduced in the future. · Other comments regarding access to ramps were not relevant to the TRO proposal. · Revenue was essential in order to maintain the significant infrastructure and investment along the coastal region. In reviewing the call-in, Members discussed the following: · Members acknowledged the strategy, however, due to the concerns raised by local residents and Local Members, perhaps the site was no longer appropriate to have such charges implemented. · The revenue raised would be used to maintain the infrastructure across the County and would not be specific to one particular area. · A Member expressed concern, that if the matter was referred back, it would delay implementing charges along the Cayley Promenade. In addition, disappointment was expressed that the TRO was not put in place sooner. · Parking meters would be solar powered, therefore, there would be no need for further infrastructure. · In relation to parking charges contributing to the maintenance of flood defence works, it was noted that highways and coastal works were a separate demand on revenue. · The Cabinet Member for a Sustainable Economy expressed disappointed at the decision to call-in the decision and made reference to a neighbouring authority and their parking charges along the coastal front. For clarity, the Chair confirmed that the call-in had been verified and approved by the Monitoring Officer. · Whilst not relating to the call-in reference was also made to parking meters between Rotary Way and Porth Eirias and the need for a review of charges for parking at Porth Eirias.
The Cabinet Member for Culture, Governance and IT introduced the Conwy Corporate Events and Filming Strategy 2025-2030 and the Section Head: Events Management presented an overview. In scrutinising the report, Members discussed the following: · Working collaboratively with Town and Community Councils. · Identifying additional income generation opportunities / funding. · The economic benefit of corporate events to the area. · Events management fees/charges e.g. road closures and barriers - it was acknowledged that increasing costs often impacted on community events. The Section Head assured Members that the Events Management Team worked closely with colleagues in Environment, Roads and Facilities (ERF) in respect of event management requirements. Members welcomed the informative update, strategic direction and acknowledged the importance of Conwy being recognised as an easy destination to host an event and attract creative industries/filming enquiries. RECOMMNEND TO CABINET: That Cabinet adopt the Conwy Corporate Events and Filming Strategy for the period 2025 to 2030.
The Cabinet Member for Environment, Roads and Facilities – Infrastructure introduced the Local Flood Risk Management Strategy and the Infrastructure Manager presented an overview of the strategy, which was due to go out for a period consultation. The aim of the Strategy was to manage the risks from flooding and coastal erosion across Wales and align with the objectives and aims of the new Welsh Government (WG) National Strategy for Flood and Coastal Risk Management. Members were encouraged to attend the public consultation (on-line or public drop-in sessions), which would last for 6 weeks. In scrutinising the report, Members discussed the following: • The importance of reducing the risk to people and communities from flooding and coastal erosion. • The importance of delivery and monitoring of the broad activities and projects identified within the Flood Action Plan. Working alongside Local Members, the Flood Action Plan would be reviewed and updated annually to reflect the delivery against the Local Strategy’s objectives and measures. • Presenting the results of the public consultation to the Economy and Place Overview and Scrutiny Committee, prior to being presented to Cabinet, was considered necessary. RECOMMENDED TO CABINET: That Cabinet approve the undertaking of a public consultation on the draft Local Flood Risk Management Strategy.
The Cabinet Member for Environment, Roads and Facilities – Infrastructure introduced an update on the North Wales Corporate Joint Committee Regional Transport Plan. The Head of Environment, Roads and Facilities (ERF), together with the Traffic and Network Manager presented an overview of the role of the Corporate Joint Committee and Transport Plan, highlighted changes to the time table for delivery and provided a snap shot of the on-line consultation platform/virtual engagement room, which closed on 14 April, 2025. In addition, the Chair reminded Members that a report on the future management of bus services across Wales was due to be presented to the Economy and Place Overview and Scrutiny Committee on 21 May, 2025. In scrutinising the report, Members discussed the following: • Members welcomed the update and praised the on-line consultation approach, but sought confirmation that the consultation was accessible on all electronic devices e.g. mobile phones and tablets. In addition, prior to Members sharing the link to the consultation, assurance was sought that the feedback section was working as intended. In response, the Head of ERF assured Members that he would speak to the consultation developers in terms of accessibility and feedback and share the link to the easy to read version of the North Wales Corporate Joint Committee Regional Transport Plan. • Whilst the report was to highlight progress made by the North Wales Corporate Joint Committee to deliver the Regional Transport Plan for North Wales, some Members did not currently support or endorse the Transport Plan and sought clarity in terms of who would be responsible for scrutinising the feedback from the consultation. The Cabinet Member assured Members that he would seek further clarity from the Regional Transport Sub-Committee in terms of the scrutiny process. RECOMMENDED TO CABINET: That Cabinet support and endorse the progress made by the North Wales Corporate Joint Committee to deliver the Regional Transport Plan for North Wales and encourage Members to participate in the consultation and share it with local residents. .
