Councillor Harry Saville had submitted a question to the Cabinet Member for a Sustainable Economy as follows: What assessment has the Cabinet Member for a Sustainable Economy made of the potential economic impact on the local economy of relocating Llandudno’s Library from Mostyn Street, Llandudno? The Cabinet Member for a Sustainable Economy provided the following response: A report on the full project to develop Venue Cymru into a culture hub, potentially including the library, would be submitted to democracy in due course. At present, there were no timescales as it remained subject to a discussion with UK Government regarding their processes. The report to democracy would include consideration of the revenue budget for the affected services, the capital budget, impacts for users, wider impacts for the area and opportunities for service improvements. The results of the recent Llandudno library consultation would also form part of the considerations. The survey did include a question regarding responders anticipated change in spend, if the library should move. The Economic Development Team continued to work closely with partners to deliver improvements for Llandudno. In the last 12 months funding had been achieved for just over £1m for Mostyn Estates for the asbestos removal, solar panels and mechanical and electrical works at the previous Marks and Spencer building on Mostyn Street. All the shelters along the promenade had also been upgraded, Llandudno’s popular Alice Trail had been refurbished, as well as support for multiple business and commercial property grant interventions in the town centre. Furthermore, funding had also been secured for the Building Management System, the external painting and some of the technical equipment at Venue Cymru, protecting the important asset that attracted approximately 300,000 people annually to the town and being responsible for over £30 million of positive economic impact to the area each year. In response, Councillor Saville thanked the Cabinet Member for his comprehensive response and stated that the enthusiasm shown for refreshing the offer on Mostyn Street at Cabinet (July, 2024), had since seen Mostyn Estates recently raise concerns regarding the potential relocation of the Library and Tourist Information Centre (TIC), stating that, should the library be relocated, it could result in 170,000 less visits to the high street, A significant period of time had since passed and Councillor Saville queried what discussion had taken place since with Mostyn Estates? In response, the Cabinet Member advised that no conversation had taken place with Mostyn Estates in terms of what could replace the library and stated that, Mostyn Estates was a commercial business with a number of properties throughout Llandudno and he had every confidence, having seen the previous changes to the use of some of their properties, that they would bring something of quality to the unit, should it be vacated. Town centres were changing, together with people’s needs and the recent Library Survey had indicated that the makeup / age of people using the service was in decline, therefore, a better offering / service was necessary. In addition, reference was also made to savings, which the Authority had to identify due to the current financial climate.

Members would be consulted in due course, as their local knowledge was considered vital. • In relation to prevention, funding adaptations, potential support needs and review, Members were assured that the Housing Team worked closely with support agencies and reviewed alternative options (Homeless Prevention Fund Assessment). • Settled moves / future proofing accommodation - it was acknowledged that housing needs changed over time, therefore more 2 – 3 bedroomed units was considered necessary. • The need to reflect within the report to democracy circumstances / pressures surrounding overcrowding and young families living with parents etc., together with a financial assessment of money spent (Housing Allocation Policy). • The importance of working closely and smarter with external stakeholders, in particular Registered Social Landlords (RSLs), in respect of securing funding and ensuring the grant allocation was spent in full. In addition, Members were informed that a draft Local Flood Risk Management Strategy was scheduled to be presented to the Economy and Place Overview and Scrutiny Committee in March, 2025, which would explain how flooding would be managed across the County and would be consistent with the objectives, measures and related polices set out in the national Strategy.
