The Chair extended a warm welcome to Members of the Education and Skills Overview and Scrutiny Committee and the Social Care and Health Overview and Scrutiny Committee, who had been invited to take part in the debate. In addition, whilst an invitation had been extended to Betsi Cadwaladr University Health Board (BCUHB) to attend the meeting, regrettably, the responsible officer was on annual leave therefore, Members were requested to forward any questions, in relation to BCUHB and health matters, onto the Scrutiny and Committee Services Officer, who would forward them onto BCUHB for a response. In line with the Overview and Scrutiny Public Engagement Protocol, a member of the public, Dr Ratchford, who represented Cadwgan Surgery, Old Colwyn had requested to speak and made reference to capacity at the surgery and the wider primary care population of the area and stated that a suggestion by BCUHB that Cadwgan Surgery operate a branch surgery as part of a way to increase primary care provision, came as a surprise. The surgery had no appetite of running a branch surgery and it was not something the surgery would be able to do. In addition, reference was made to infrastructure concerns. The Chair thanked Dr Ratchford for her attendance and acknowledged the concerns raised not just in the local area, but across Wales. The Cabinet Member for Audit, Policy and Performance introduced the Replacement Local Development Plan (RLDP) Background Paper 44: Population Change - Housing & Health/Primary Care Impact report and the Senior Planning Policy Officer, together with the Strategic Planning and Communities Manager then provided a presentation highlighting key points from within the report. In scrutinising the report, reference was made to the following: · Re-evaluating the housing number gross figure. In response, the Strategic Planning Policy Manager advised that, it was a national requirement when preparing the Local Development Plan to base the figure on ONS population data (currently 2.2 per household). The LDP had been in place since 2018, therefore a number of the houses had already been built, and the population had already increased, resulting in people already using the local surgeries. The proposal for new houses being built would potentially be for people already living in the area. · Reference was made to the demographics of the area, the added pressure during the summer months e.g. tourism, the closure of local chemists and shortage of GPs. · Whilst the housing crisis was acknowledged, some concern was expressed regarding infrastructure. · The need to ensure mitigation and engagement was adequate when considering which areas/ surgeries required mitigation and how was it calculated? In response, the Strategic Planning Policy Manager advised that, Conwy County Borough Council (CCBC) had engaged with communities to ascertain their views in terms of the impact on community services in the County Borough and had fed back accordingly to BCUHB as part of the Statement of Common Ground. Whilst BCUHB had reported capacity issues in terms of the increase in population in the County Borough, any existing issues relating to staffing, waiting lists etc. was something BCUHB would liaise directly with GP surgeries. · Proposed mitigation measures/proposals in relation to changing the boundaries was also a concern. · Engagement - Members were informed that engagement with the Chief Executive of BCUHB and CCBC had improved and the CEO was due to attend a meeting with Members in October. The need to improve BCUHB attendance at Overview and Scrutiny Committee was also acknowledged. · Reference was also made to financial planning obligations, to impact on any mitigation, viability assessments and consultation on strategic and call for housing sites/land and mechanisms to overcome capacity issues in the future. · Concerns re: health care provision in the West of the County and the need for effective provision and adequate public transport. · The need to progress policies, whilst testing the evidence base behind the plan was highlighted. Questions raised at the meeting for consideration by BCUHB in relation to health matters were as follows: · A copy of the BCUHB’s Primary Care Strategy was requested, so that Members could be assured that there was a plan in place to tackle the Conwy County area GP surgery capacity issues. · What are BCUHB’s proposals regarding running a branch surgery to cover the Cadwgan catchment area, as Cadwgan themselves have stated they will not be running it · Have BCUHB ascertained they have secured the capital funding to commit to the Twthill Fields proposals? Given the previous failures to secure funding for Nant Y Coed and Dinerth Road. · The Wellbeing agenda was being put forward as a means to reduce poor health and future resource needed in Primary Care. Do BCUHB acknowledge that this preventative strategy would take up to 20 years to work through to reduce patient demand in the Central Area? · Has the West End Medical Practice the capacity to cope with any potential deregistration of patients from Cadwgan Surgery, if the approximate 1200 new patients need to be cared for should the proposed RLDP be adopted (approx. 2.4 patients per household)? · The Statement of Common Ground does not provide any measureable actions, timeframes or outcomes, so can it be amended to include actual targets? Members were encouraged to forward any further questions, in relation to health matters, onto the Scrutiny and Committee Services Officer, who would pass them onto BCUHB for a response. Whilst some Members were supportive of approving the proposed Replacement Local Development Plan (RLDP) Background Paper 44: Population Change - Housing and Health/Primary Care Impact recognising the implications for potential policy and land changes in the Replacement Local Development Plan (RLDP), the majority felt that due to the concerns raised as to the mitigations to address implications of RLDP policies on the provision of health service land use in the County Borough, Members wanted a satisfactory response to their questions from BCUHB prior to making a decision. RECOMMENDED TO CABINET: That consideration of the proposed Replacement Local Development Plan (RLDP) Background Paper 44: Population Change - Housing and Health/Primary Care Impact recognising the implications for potential policy and land changes in the Replacement Local Development Plan (RLDP) be deferred, pending a satisfactory response from Betsi Cadwaladr University Health Board (BCUHB) in relation to concerns raised as to the mitigations to address the implications of RLDP policies on the provision of health service land use in the County Borough. Note: The following Councillors declared a personal interest the above item as they are patients at GP surgeries in Colwyn Bay, Old Colwyn and Abergele. As the interest was not considered prejudicial, the Councillors were able to speak and vote on the matter. Councillors: Cheryl Carlisle, Simon Croft, Keith Eeles, Chris Hughes, Gail Jones, Charlie McCoubrey, Bernice McLoughlin and Ros Griffiths-Williams.
