RESOLVED: That the Leader and the Chief Executive be requested to write to the Welsh Government outlining Conwy County Borough Council’s (CCBC) support to persuade Westminster to devolve the Crown Estate as a matter of urgency.
Councillor Nia Owen presented a Notice of Motion requesting that the Leader and the Chief Executive write to Welsh Government (WG) outlining Conwy County Borough Council’s (CCBC) support to persuade Westminster to devolve the Crown Estate, as a matter of urgency. The Notice of Motion called for the revenue flow of Crown Estate assets to go entirely to WG, which could use this additional money to fund Local Authorities such as CCBC more fairly, in a period of serious financial austerity. Members discussed the following: • The risk that income generated for the UK treasury could reduce. • There was no guarantee that additional income would be provided to CCBC should the Crown Estate be devolved. • A risk to large scale projects invested in by the Crown Estate. • Due to global uncertainty, it was suggested that the UK should work collaboratively. • Other Welsh Local Authorities were also supportive of devolving the Crown Estate. • The need to lobby in respect of the benefits of a devolved Crown Estate, especially in relation to additional funding for Local Authorities. • A suggestion that any additional income received by WG from the Crown Estate should be earmarked for the National Health Service and Social Care. • Concern that Crown Estate assets could be sold. • A suggestion that the Leader and relevant Cabinet Members hold discussions with WG and that Local Members of Parliament be consulted. • It was also suggested that Crown Estate revenue could go to UK Government and not WG. • Management of the Crown Estate was devolved in Scotland. RESOLVED: That the Leader and the Chief Executive be requested to write to the Welsh Government outlining Conwy County Borough Council’s (CCBC) support to persuade Westminster to devolve the Crown Estate as a matter of urgency.

The Leader, as the portfolio holder for Finance and Finance Strategy, presented a report seeking approval of the establishment of North Wales Corporate Joint Committee Joint Overview and Scrutiny Committee (JOSC). The following was discussed: • Whilst suggestions were made that the JOSC should be politically representative and that there should be three representatives from each Local Authority (as opposed to two), it was confirmed that the regulations required the membership to reflect political balance as far as practicable. • It was suggested that as the JOSC would not be representative of all political groups it could undermine the effectiveness of the scrutiny. • It was suggested that the Conwy County Borough Council (CCBC) JOSC representatives should be Members who were adept at scrutinising and who would provide regular updates to Members. • The CCBC representatives were required to represent CCBC as a whole, regardless of their political party. RESOLVED: a) That the establishment of the North Wales Corporate Joint Committee Joint Overview and Scrutiny Committee with the Terms of Reference at Appendix 1 be agreed. b) That the powers of local Scrutiny Committees provided for under the Corporate Joint Committees (General) (No. 2) (Wales) Regulations 2022 shall be retained. c) That the political balance of Conwy County Borough Council’s nominees to the Joint Overview and Scrutiny Committee will reflect the membership of Conwy County Borough Council, rather than the membership of all North Wales Councils in aggregate. d) That the secretariat for the Joint Overview and Scrutiny Committee will be provided by the Corporate Joint Committee, in accordance with the Terms of Reference.
