(Note: As the Chair had declared a prejudicial interest in this item, the Vice Chair took the Chair). The Leader presented a report, seeking a determination on the level of Council Tax Premiums on Long-term Empty Homes and Second Homes for 2025/2026 and an indicative level for 2026/2027, which had been proposed by the Affordable Housing (Council Tax Premium) Working Group. The Chair of the Affordable Housing (Council Tax Premiums) Working Group made reference to the benefits of increasing the premium which included bringing empty homes back into use and helping to meet the significant local housing need. The following was discussed: • The importance of the £50k allocation to support administration in order to maintain the collection rate. • Concerns that increased premiums for second homes may result in an increase in Council Tax avoidance. • Whilst any additional housing returning to the market was welcomed, there was no control over the demographic of those purchasing the properties. • There was a need to build family homes. • The Leader confirmed that issues surrounding probate timescales had been raised at a national level. • The Council could provide assistance to executors and could promote property schemes. • The Council were working to address the housing shortage. A housing development in Kinmel Bay had recently been approved and work was taking place, in conjunction with a community group in respect of a housing development in Llanefydd. • Concern that houses, which required renovation would no longer be purchased by second home owners and would not be a viable option for young families. • Those in temporary accommodation were unlikely to be able to afford to purchase a property. • It was confirmed that those selling a property would be exempt from additional council tax for 12 months. • Councils and Registered Social Landlords could consider purchasing empty homes. • Members were encouraged to support the increase in order that local people be given the opportunity to purchase a property in their local area. • The purpose of the policy was to discourage the purchase of second homes and to free up housing stock. Additional income was utilised to support homelessness. • Caution was required in respect of placing restrictions on the market. RESOLVED That the following be approved: (a) Charge a 150% Council Tax Premium for second homes from 1 April 2025. (b) Charge a 200% Council Tax Premium for long term empty homes that have been empty for up to 5 years or less from 1 April 2025. Note: Councillors Chris Cater, Keith Eeles, Sian Grady, Dave Jones, Gail Jones, Abdul Khan, Anne McCaffrey and Susan Shotter declared a personal and prejudicial interest in the above item as they own or have an interest in a long-term empty property or second home.
