The Cabinet Member for Audit, Policy and Performance presented the revised Local Development Plan (RLDP) Background Paper 44: Population and Housing Growth - Health Impact and Mitigation report. The Economy and Place [SM1] Overview and Scrutiny Committee considered the report on 24 July 2024 and requested that the report be deferred, pending a satisfactory response from Betsi Cadwaladr University Health Board (BCUHB) in relation to concerns raised as to the mitigations to address the implications of RLDP policies on the provision of health service land use in the County Borough. The Cabinet Member advised that the above information had been provided by BCUHB and was included as an appendix to the report. As the Cabinet Member was satisfied with the response, approval was sought for the proposed RLDP Background Paper 44: Population Change - Housing and Health/Primary Care Impact, recognising the implications for potential policy and land changes in the Replacement Local Development Plan (RLDP). Discussion ensued as follows:- · Extensions to dwellings that resulted in additional inhabitants would be included within windfall figures. · The Associate Director – Primary Care and Community Services (BCUHB) provided an update on Twthill Fields, Conwy, which would be developed as a primary health care facility, replacing current poor primary accommodation. However, it was noted that Bodreinallt Surgery, Conwy would remain open. · Mitigations would be put in place for the impact on GP surgeries in terms of increased population from housing developments. This could include branches for the Cadwgan Surgery, Old Colwyn. Each GP surgery was responsible for providing enough space and capacity, with support provided by the Health Board. · Further to the above, in terms of providing infrastructure for additional patients, as a result of housing developments, each patient resulted in an additional revenue stream for a GP surgery. · The possibility of prioritising S106 monies for health care facilities was outlined. · There was infrastructure in place for the promotion of health and wellbeing with all partners. · It was noted that additional housing was required, which may not result in an influx of new residents, with housing bought by local residents. · Members were advised that the Penrhyn Bay Surgery had employed two new GPs.
