In the absence of the Cabinet Member for Environment, Roads and Facilities – Neighbourhood and the Environment, the Leader presented a report on the Proposed Dog Control Public Space Protection Order (PSPO) 2023. The Economy and Place Overview and Scrutiny Committee considered the report on 17 October 2023 and made the following recommendations:- (a) That the extended and varied proposed Dog Control Public Space Protection Order 2023, as at Appendix 2 of the report, which excludes the area of beach between Porth Eirias Colwyn Bay and the small sandy beach at Rhos on Sea from the proposed order, as consulted upon be agreed. (b) That a further consultation be undertaken on the options for potential alternatives to a permanent dog exclusion for the whole area of Colwyn Bay beach. The above recommendations were supported by Cabinet, however, reference was made to the small sandy beach at Rhos Point, which had always been a dog exclusion zone. It was, therefore, agreed that particular area at Rhos Point would not form part of the Colwyn Bay beach public consultation and would remain a dog exclusion zone. Discussion ensued as follows:- · It was acknowledged that a budget would need to be allocated to ensure that the signage was correct for all areas within the PSPO 2023, and the PSPO page on the Council’s website needed to be clear. · As there was an anomaly with the signage in the area on the current PSPO on Colwyn Bay beach, it would not be subject to enforcement until a revised PSPO was in place. · There needed to be a balance for all users of Colwyn Bay beach to enjoy the area and the consultation would need to take all views into account. · A press release should be issued outlining the decision of Cabinet and that further public consultation would be undertaken. · Time constraints had resulted in the report not being presented to overview and scrutiny, which would have given Local Ward Members the opportunity to review and highlight issues within the consultation. Future public consultations on Dog Control PSPOs would be undertaken in a timely manner.
