RESOLVED to grant a peppercorn lease of the land at Broad Street, Llandovery by way of a long-term lease (21 years), to Llandovery Town Council for community growing purposes.
The Cabinet Member received a report seeking approval to grant a lease of County Council owned land at Broad Street, Llandovery, currently vacant and previously used for grazing, to Llandovery Town Council for use as a community growing space. The Senior Asset Management Surveyor introduced the report and advised that a site visit had been carried out to assess the proposal. It was recommended in the report to grant the lease as the proposal will enable the land to be brought back into beneficial use whilst delivering social, environmental and wellbeing benefits. The day to day management would be provided by the town council. The other option in the report was for the County Council to retain the land for grazing. This would result in a greater rent, of circa £150 a year, but it would cost approximately £4,500 to fence off the area for this purpose. In response a question from the Cabinet Member about fencing, the Senior Asset Management Surveyor noted that if the lease was granted the Town Council would be responsible for this, and that they had started exploring grant funding options. The Cabinet Member was also advised, in response to a question about the specifics of the growing space, that there would be allotment type plots as well as a publicly accessible community garden. RESOLVED to grant a peppercorn lease of the land at Broad Street, Llandovery by way of a long-term lease (21 years), to Llandovery Town Council for community growing purposes.

The Cabinet Member received a report regarding Llangennech AFC’s interest in a long term lease of grazing land on Hendre Road, Llangennech. The report sought approval to retain ownership and management of the land and not proceed with its proposed lease to Llangennech AFC. The Senior Asset Management Surveyor introduced the report and advised that the football club had expressed an interest in leasing the land to build a community hub building with changing rooms. She noted that retaining the land would keep future options open, and that any lease would likely be at a low rent level. RESOLVED to retain ownership and management of the parcel of Council owned grazing land at Hendre Road, Llangennech and not proceed with its proposed lease to Llangennech AFC.
