The Cabinet received the Climate Change and Nature Emergency Advisory Panel draft report on Transport and EV Infrastructure. The Cabinet Member for Climate Change, Decarbonisation and Sustainability presented the report and advised that due to transport being one of the Council’s main emissions sources, transforming Electric Vehicle (EV) infrastructure was key to combating climate change. He also noted that the report committed the authority to using Electric Vehicles by default and set out a robust approach to making sure every decision was technically, environmentally, financially and practically sound. The Cabinet Member set out the infrastructure that would be built to support this, including expanding EV charging, planning strategically for depots, and making better use of buildings as energy assets. The report was intended to strengthen how the authority delivers through co-ordinated governance, a dedicated group, better collaboration, and a clear focus on securing funding and investing in skills, training and maintenance capacity. He also noted that this transition was not just about emissions, but also about reducing fuel costs, improving efficiency, strengthening energy security and delivering cleaner air. RESOLVED that the Cabinet approves moving to statutory consultation on the proposals set out in the report, in accordance with the requirements of the School Organisation Code 2026, for: Ysgol Bro Banw, Ysgol Griffith Jones, Ysgol Llangynnwr, and Ysgol Llandybie.
The Cabinet received the Welsh in Education Strategic Plan (WESP) report. This report made the proposal to make a regulated alteration to the Welsh language provision at the following primary schools: Ysgol Bro Banw, Ysgol Griffith Jones, Ysgol Llangynnwr and Ysgol Llandybie. The Cabinet Member for Education presented the report and advised that this was an important step for these schools to move towards greater Welsh Language provision, something which would play a key role in achieving the Welsh Government target of a million Welsh speakers by 2050. The Cabinet Member noted the specific changes to the schools as follows: Ysgol Bro Banw - moving to full Welsh-medium immersion in Foundation Learning (Category 3) with a choice of Primarily Welsh (Category 3) or Dual Language (Category 2) pathways from Year 3. He noted the importance of early Welsh Language immersion at an age when children are best able to learn the language. Ysgol Griffith Jones and Ysgol Llangynnwr - proposals sought to build on these schools’ expanded Welsh Language provision by transitioning to fully Primarily Welsh (Category 3) provision across the schools over time. Ysgol Llandybie - the proposal sought to formalise its existing Transitional Category 3 position by designating the school as fully Primarily Welsh (Category 3). He noted that the Education, Young People & Welsh Language scrutiny Committee had received the report and had no objections. UNANIMOUSLY RESOLVED that the Cabinet approves moving to statutory consultation on the proposals set out in the report, in accordance with the requirements of the School Organisation Code 2026, for: Ysgol Bro Banw, Ysgol Griffith Jones, Ysgol Llangynnwr, and Ysgol Llandybie.

RESOLVED that the Cabinet: 8.1 approve and adopt the Carmarthenshire Local Food Strategy and Action Plan; 8.2 agree to progress delivery through a phased, funded implementation programme reporting through Food Strategy Programme Management and Board in relation to existing PSB governance.
The Cabinet received a report on the Carmarthenshire Local Food Strategy, which was developed to provide a long-term, goal-led framework for improving public health, strengthening the local food economy and delivering climate and biodiversity outcomes. The Cabinet Member for Rural Affairs, Communities and Welsh Language presented the report and noted that the report came from the Carmarthenshire Public Sector Board where the Council had contributed to its development. The report detailed three Strategic Objectives, which were - Public Health – ensuring everyone in the County has local, health and sustainable food. - Public Sector Provision – for 30% of food to be locally sourced and sustainable by 2030 with a 75% reduction in the Carbon Footprint of food provision. - Local Food Economy – the development of a strong and thriving industry which creates jobs and increases wages in the sector and promotes food enterprises in the community. - The Cabinet Member noted that the plan needed to be implemented by setting clear objectives and targets, maintaining a central action plan, delivering a strategic programme and by monitoring and evaluating the framework. It was also noted the Carmarthenshire will be the first Public Service Board to develop and approve a plan. The Cabinet Member for Climate Change, Decarbonisation and Sustainability noted the importance of the plan for dealing with food security and that progress could continue to be made on regenerative growing to reduce environmental impacts. He also noted the importance of local self-sufficiency, which would strengthen the local economy and shorten supply chains. UNANIMOUSLY RESOLVED that the Cabinet: 8.1 approve and adopt the Carmarthenshire Local Food Strategy and Action Plan; 8.2 agree to progress delivery through a phased, funded implementation programme reporting through Food Strategy Programme Management and Board in relation to existing PSB governance.

The Cabinet received a report on a Memorandum of Understanding (MoU) with the Food, Farming & Countryside Commission (FFCC) and Cegin y Bobl, which was produced to support the transformation of the local food system. The Cabinet Member for Rural Affairs, Communities and Welsh Language presented the report and noted that the MoU was not legally binding, but that it was a high-level statement of intent which would be followed by a more detailed agreement. The partnership will run in tandem with the Local Food Strategy and include comprehensive actions to transform structures, co-plan, and attract expertise and funding. The MoU will allow the Council to communicate openly with partners on all aspects of a detailed agreement. The Cabinet Member for Climate Change, Decarbonisation and Sustainability commended the report and the intention to take action to restore the links between people, food and nature, as well as to restore skills of growing and preparing food that had been lost. He observed that by working together the County could strengthen its communities, farmers and food system. UNANIMOUSLY RESOLVED that the Cabinet: 9.1 endorses entry into a non-legally binding Memorandum of Understanding with FFCC and Cegin y Bobl; 9.2 supports a three-year collaborative programme to develop and deliver food systems transformation in Carmarthenshire; 9.3 authorises officers to develop a fuller agreement within three months, including governance, resourcing and delivery arrangements; 9.4 supports continued engagement with Welsh Government and UK partners to maximise funding and policy influence opportunities.

RESOLVED that the Cabinet adopt the Bereaved Partner’s Paternity Leave policy.
The Cabinet received a report on the Council’s Bereaved Partner’s Paternity Leave policy. This was introduced to conform with the Employment Rights Act 2025 and the Bereaved Partner's Paternity Leave Regulations 2026. The Assistant Chief Executive presented the report and noted that this was a significant step in supporting employees dealing with bereavement. He advised the Cabinet that the policy allows eligible partners to take up to 52 weeks of unpaid leave to care for their child if the mother or primary adopter dies within the first year of the child’s life or adoption. He also noted that this was a right for all employees from the start of their employment, and that it applies to anyone who is the partner of the child’s mother or main adopter, including same-sex partners. The Cabinet was also advised that all other employment rights would be protected during leave, including protection from unfair dismissal or detriment and that employees would remain eligible to a period of paid compassionate leave under the Authority’s Time Off policy. The Cabinet noted the importance of the policy, which would provide vital support for people coping with the loss of a child’s primary carer. UNANIMOUSLY RESOLVED that the Cabinet adopt the Bereaved Partner’s Paternity Leave policy.

RESOLVED that the Cabinet approve funding of £219,000 to support the appointment of a Strategic Business Manager who will have responsibility for the development and implementation of a joint approach to the management and delivery of back office functions at Queen Elizabeth High School and Ysgol Dyffryn Amman/Amman Valley Comprehensive School.
The Cabinet received a report detailing an Invest to Save/Development Fund proposal to support the implementation of a joint approach to the management and delivery of back-office support functions at Queen Elizabeth High School and Ysgol Dyffryn Amman/Amman Valley Comprehensive School. The Cabinet Member for Resources presented the report and advised that the proposal was for funding of £219,000 to support the appointment of a Strategic Business Manager for the first two years of a three-year project. He noted that there was an error on the recommendations section of the report that stated the funding was for £218,000. The postholder would lead the development and implementation of a joint approach to the management and delivery of back-office functions across both schools. Back-office and support functions account for approximately 23% of school expenditure, so any efficiencies achieved in this area would place the schools in a stronger position to protect and enhance front-line educational provision. The Cabinet Member noted that the proposal was an innovative response to the serious and on-going financial pressures facing schools across the county and that ongoing monitoring would include six-monthly progress reports from the Joint Oversight Committee to himself as Cabinet Member for Resources and to the Cabinet Member for Education. The Cabinet Member for Education thanked the headteachers of the two schools for their honesty and vision in bringing forward the proposal and noted his hope that it would help save money in the schools’ budgets. UNANIMOUSLY RESOLVED that the Cabinet approve funding of £219,000 to support the appointment of a Strategic Business Manager who will have responsibility for the development and implementation of a joint approach to the management and delivery of back office functions at Queen Elizabeth High School and Ysgol Dyffryn Amman/Amman Valley Comprehensive School.
