RESOLVED that the enclosed Job Profile and Person Specification be approved
The Council received a report on recruitment to the role of the Head of Place and Sustainability. Following the resignation of the current postholder the report was seeking County Council approval for the recruitment of a suitably qualified and experienced Chief Officer. This was to comply with the Authority’s Constitution, and to comply with the revisions to the Local Authorities (Standing Orders) (Wales) (Amendment) Regulations 2014, as set out in the report. In response to a question regarding changes to the Job Profile since the outgoing Head of Service was appointed, the Assistant Chief Executive advised that the fundamentals of the profile had not changed but that the revision had given it greater focus and clarity. UNANIMOUSLY RESOLVED that the enclosed Job Profile and Person Specification be approved

The Chair advised that no public questions had been received.
The West Wales Nutrient Management Boards was established to coordinate action on phosphorus pollution in our most sensitive river catchments, including the Afon Tywi SAC, which continues to fail water quality targets. Does the Cabinet Member believe the Board is delivering the pace and scale of improvement required to restore the Tywi SAC to favourable condition, and if not, what additional leadership and action will Carmarthenshire County Council now take, both through the Board and within its own responsibilities, to accelerate progress and address ongoing sources of pollution? Response by Councillor Aled Vaughan-Owen, Cabinet Member for Climate Change, Decarbonisation and Sustainability Thank you very much Chair, and thank you Lewis for the question, I’ll just start by saying, our rivers, wetlands and coastline shape our communities support our livelihoods and give us a sense of belonging to a place. The health of our watercourses, including the River Tywi and its tributaries is therefore absolutely key to our environmental, economic and cultural wellbeing. I need to start by correcting the premise of the question. Unlike the Teifi and Cleddau, the Tywi SAC is not failing its phosphorus targets. The Nutrient Management Plan is therefore focused on prevention and wider ecological recovery, not remediation after failure. So, if we turn to to the Nutrient Management Board itself, it’s a voluntary partnership, chaired locally by Councillor Carys Jones, and brings together public bodies, regulators and sectors such as agriculture around a shared understanding of the pressures and the solutions. That collaborative approach is a strength, and it has provided a solid foundation, but like all partnerships it must continue to mature – with a growing focus on delivery, outcomes and measurable improvement on the ground. The Nutrient Management Boards are now measuring effectiveness against nutrient targets and, following leadership from Carmarthenshire County Council, are transitioning to a whole catchment, source to sea approach, including the Tywi estuary. As part of that transition, monitoring equipment will be installed in the estuary waters this summer, strengthening the evidence base for future action. Carmarthenshire County Council’s leadership in this field should be clearly acknowledged. We were the first to develop a nutrient budget calculator for Wales, and it’s now used nationally; we produced the first mitigation guidance for nutrient neutral development; successfully secured clarity and change to NRWs guidance; and host the excellent NMB staff and secretariat for West Wales, covering the Tywi, Teifi and Cleddau. So just to be clear: the Nutrient Management Board is an important and evolving mechanism; the Tywi SAC is not failing on the phosphorus; and Carmarthenshire is recognised as leading, not lagging, in this work. Supplementary Question by Councillor Lewis Davies Just building on that collaborative approach, there are many people in our community, from the bottom to the top of the Tywi, who want to get involved in sort of reporting the pollution that we are seeing. I think that can be noted that there have been events in recent weeks that have had press coverage. So, how would residents in our community get involved with the Nutrient Board, and to play that part as well? Diolch. Response by Councillor Aled Vaughan-Owen, Cabinet Member for Climate Change, Decarbonisation and Sustainability Diolch yn fawr iawn, you do raise an important point. Our local communities have a vital role to play and many of the issues—such as the recent pollution incidents that you noted there—were first identified by local river users and volunteers, which shows the value of community vigilance. So, going forward, the expansion of monitoring, including the new equipment in the Tywi estuary, will be strengthened by partnerships with citizen science groups, anglers, farmers and community organisations. There is already a stakeholder group and opportunities to get involved in volunteering. I am happy to share with you the links to that, and anyone interested following the meeting. I guess protecting our rivers is not just the responsibility of institutions—it’s something we can achieve much more effectively when communities – as you say – are empowered and involved.
The Chair stated that the minutes outlined on the agenda under 16.1 – 16.14 were available for information on the Council website.
