RESOLVED that the report be noted.
The Committee received the Quarter 1 Performance Report for the areas under its remit. The report showed the progress as at the end of Quarter 1 2026/27 of deliverables (Actions and Measures) linked to the Corporate Strategy and Well-being Objectives. The Committee had the following questions or comments: - In response to a question on bringing empty properties back into use, the Cabinet Member for Homes noted that it wasn’t straightforward to do so and agreed that empty homes were a source of frustration for the public. The Head of Housing noted that there were several schemes, including grant funding, to bring homes back into use and that the department worked closely with colleagues in council tax to on such homes. The Committee was also advised that legal and probate issues could delay this happening. - A question was asked on how the improvement expected by Quarter 2 on the average time taken for positive planning enforcement action to be taken would be achieved. The Cabinet Member for Rural Affairs, Communities, and Welsh Language advised that the focus had changed from investigation to implementing any necessary enforcement strategy and this would help close cases quicker in future. The Strategic Policy and Placemaking Manager noted the legal difficulties in resolving cases quickly, and that some of those subject to action manipulated the rules to delay enforcement action being taken. - Members noted the ‘Percentage of planning appeals dismissed’ action and expressed disappointment that the remedial actions implied that the Planning Committee had refused applications without sufficient evidence, particularly when it came to specific HMO applications. The Committee noted the impact that HMOs can have on communities and expressed its hope that the current Task & Finish Group would have a positive impact in this regard. The Cabinet Member for Rural Affairs, Communities, and Welsh Language advised that the ‘lessons learned’ summary was provided not just for Planning Committee members, but for officers as well and that the scrutiny process wasn’t for looking at individual cases, but at the overall statistics. UNANIMOUSLY RESOLVED that the report be noted.

RESOLVED to recommend to Cabinet that Option 2 be adopted.
The Committee received a report that outlined the options available for a future Service Charge Policy for Council Tenants and sought Scrutiny members’ initial views as part of the review. The Cabinet Member for Homes introduced the report and noted that these charges covered communal areas, and in particular facilities within blocks of flats, sheltered schemes or supported housing projects, and advised of the specific services covered contained within the report. It was noted that the Service Charge cap was last reviewed in September 2023, where it was agreed to introduce a gradual, incremental removal of the existing cap. This approach was intended to allow for a managed transition towards more accurate, cost-reflective service charges, with a commitment to review the position in the third year before any full removal of the cap. Three options were provided within the report: Option 1 – phased removal over three years. Option 2 – a longer phased removal over additional years. Option 3 – removing the cap immediately. The Committee had the following questions or comments: - Members expressed their support for Option 2, on the basis that it would protect vulnerable residents from sharper increases in service charges, whilst allowing the Housing Revenue Account (HRA) subsidy to be reduced gradually. - A question was asked about the HRA subsidy and estimated cost figures for 2026/27. The Housing Management Lead (Income) advised that it was difficult to estimate cost for future years, as this was based on actual usage of utilities, repairs and maintenance. The Committee was advised, however, that cost rises were likely to slow due to more stable prices of utilities and materials. - The Committee was advised in response to a question, that service charges for communal areas were benefit claimable under Housing Benefit or Universal Credit, but charges for personal areas were not. UNANIMOUSLY RESOLVED to recommend to Cabinet that Option 2 be adopted.

RESOLVED that the report be noted.
The Committee received a report that outlined the current approach taken by the Council to increase the supply of specialist supported accommodation for individuals with learning disabilities and mental health support needs, through the Housing Revenue Account (HRA). The Cabinet Member for Homes introduced the report and noted that the Council was obliged to attend to these needs, and that demand was increasing. The schemes provide a better person-centred approach than residential care and are also more cost-effective. The Committee was advised that there were currently 67 units of accommodation, that four additional schemes were currently being developed and that £3.3m was allocated through the HRA to develop these and further schemes. The Committee had the following questions or comments: - It was noted that there are 116 people projected to need support over the next two years, but only 20 extra units in the pipeline. The Investment & Development Service Manager explained that there were also accommodation solutions provided by partner Housing Associations and private sector providers to fill this gap. - A discussion was had regarding the geographical spread of supported schemes, and the Committee noted the lack of schemes in parts of the North and West of the County. The Committee expressed its hope that nobody would have to move out of their local area to access a scheme. The Investment & Development Service Manager advised that anyone moving into a supported scheme would have an Accommodation Needs Plan which would include the areas in which they would want to live. If there were not Council-run schemes in their area, Housing Association and private sector providers could provide suitable accommodation. - The Committee welcomed the continued expansion and expressed the view that individuals would have better outcomes from Council run supported schemes. UNANIMOUSLY RESOLVED that the report be noted.

RESOLVED that the reasons for the non-submission be noted and the revised submission date of 31st August 2027 be accepted.
The Committee received a report outlining the reasons for the non-submission of a scrutiny report. The report noted that the Homelessness Wrap Around Floating Support Update had a revised submission date of 31st August 2027. The Head of Housing explained that the report had been delayed as the service was not yet fully operational and that there would not be any meaningful data for the Committee to scrutinise at this time. UNANIMOUSLY RESOLVED that the reasons for the non-submission be noted and the revised submission date of 31st August 2027 be accepted.

RESOLVED that the report be noted.
The Committee received an update on the progress made in relation to actions, requests or referrals recorded during previous meetings of the Committee. A question was asked regarding updates on the Task and Finish Group on Houses in Multiple Occupation (HMOs), and it was advised that any updates coming back to the main Committee would be as stand-alone agenda items. The Committee enquired about the status of the Outdoor Education Centre move from Pendine to Pembrey (action CS 08 - 25/26) and if there would be residential accommodation at the new site, given issues raised in a previous Education, Young People and the Welsh Language Scrutiny Committee Performance Management report. This will be followed up with officers. UNANIMOUSLY RESOLVED that the report be noted.
