UNANIMOUSLY RESOLVED that the minutes of the meeting of the Cabinet held on the 26th January, 2026 be signed as a correct record.
The Chair advised that no questions on notice had been submitted by members.
[NOTE: Councillors A. C. Jones and A. Lenny, having earlier declared an interest in this item, left the meeting prior to consideration of this matter].
“For clarity, can you state the name of the body or individual with delegated authority to formally approve the final decision on the proposed closure of Ysgol Llansteffan (for example, the full Cabinet or a Cabinet Member exercising delegated powers), and confirm the date on which that decision is scheduled to be taken?” Response by Councillor. Glynog Davies, Cabinet Member for Education:- “Thank you, Leader, and thank you Mrs Evans for the question, and may I also extend a warm welcome to this afternoon’s meeting. The decision on the future of Ysgol Llansteffan cannot be delegated to any individual. Although I am the Cabinet Member for Education, I would not wish to make that decision alone. The decision cannot, either, be made by a group of councillors, such as the Cabinet. The future of Ysgol Llansteffan is a decision for full Council. This is a decision for full Council; it has been discussed by the education scrutiny committee which is a cross-party committee and it is expected that it will be on the full Council agenda for 4th March.” Supplementary question by Anne Evans: “If the final decision is to be taken under delegated authority rather than by the full Cabinet, can you confirm how this approach complies with the principles of transparency, accountability and community engagement set out in the School Organisation Code, and what formal opportunity elected members will have to scrutinise or challenge the decision before it is made?” Response by Councillor. Glynog Davies, Cabinet Member for Education:- “Thank you Mrs Evans. Well, that is what I tried to say in my initial reply. It cannot be delegated to an individual such as myself, nor the Cabinet. This important decision will be taken to full Council. It will be put to full Council on the 4th March, as is intended at the moment - that is the date I’ve been given. I can assure you, full Council and every member will have an opportunity then to say what he or she wishes to say”.

RESOLVED TO RECOMMEND TO COUNCIL: 6.1 That the Budget Strategy for 2026/27, which included the amendments at paragraph 4.1.7 be approved; 6.2 To approve the Band D Council Tax for 2026/27 of £1,830.97 (an increase of 4.9%); 6.3 The removal of specific savings proposals as identified in paragraph 3.2.7 and increased investment set out in paragraph 3.3.3 be approved; and 6.4 To approve the Medium Term Financial Plan which will form the basis of future years planning.
The Cabinet received for consideration a report which brought together the latest proposals for the Revenue Budget 2026/27 with indicative figures for the 2027/28 and 2028/29 financial years. The report summarised the latest budgetary position, providing an update on the budget validation, spending pressures, the Welsh Government final settlement and the responses from the budget consultation. The Cabinet was reminded that the provisional settlement represented a 2.3% increase for Carmarthenshire, which, taking account of the ‘transfers-in’, equated to £17.9m and would have resulted a substantial funding shortfall due to the scale of the additional cost pressures facing the Authority. The Cabinet Member for Resources was however pleased to report that the Authority’s financial position had significantly improved following a Senedd budget deal that would provide additional funding of almost £6.5m for Carmarthenshire. When combined with other adjustments as set out in the report, it resulted in a net improvement in the council's financial position of almost £3m, in addition to eradicating the £3.5m projected shortfall. The Cabinet was appraised of the budget consultation process as set out at Appendix C to the report which had received over 1,200 responses. In light of the feedback received, and enabled by the extra funding, the council’s final budget removed some cuts previously being considered, allowed for investment in key services and reduced the level of council tax increase to 4.9%. In this regard, attention was brought to section 3 of the report whereby it was proposed that the removal of budget cuts would be made to highways, children’s services families together team, school meal price increases and outdoor education provision, with further investment being made to key areas such as highways, property maintenance, the modernising education team and Welsh Language in education. Reference was made to the council’s Medium-Term Financial Plan which provided a robust financial framework and which identified the significant risks inherent in the budget as detailed within the report. For 2027/28 and 2028/29, savings of £4.5m and £5m respectively would need to be identified to achieve balanced budgets. A summary of the final budget amendments was detailed in section 4.1.7 in the report. The implications on the 2026/27 Budget of the latest proposals were as follows: • Proposed Net County Council Budget of £541.527m · Proposed Council Tax increase of 4.9% for 2026/27 – Band D of £1,830.97 In closing, it was considered that implementation of the proposals detailed within the report would provide a budget strategy which responded to the consultation, ensured, as far as possible, that service levels and standards could be maintained with core services protected, and which prepared the Authority for future uncertainties. UNANIMOUSLY RESOLVED TO RECOMMEND TO COUNCIL: 6.1 That the Budget Strategy for 2026/27, which included the amendments at paragraph 4.1.7 be approved; 6.2 To approve the Band D Council Tax for 2026/27 of £1,830.97 (an increase of 4.9%); 6.3 The removal of specific savings proposals as identified in paragraph 3.2.7 and increased investment set out in paragraph 3.3.3 be approved; and 6.4 To approve the Medium Term Financial Plan which will form the basis of future years planning.

RESOLVED TO RECOMMEND TO COUNCIL: 7.1 that the five-year Capital Programme and funding as detailed in Appendix A, with 2026/27 being a hard budget and 2027/28 to 2030/31 soft/indicative budgets, be approved; 7.2 that the programme be reviewed, as is usual, if anticipated external or county council funding does not materialise; 7.3 that the Capital Strategy in Appendix C, be approved.
The Cabinet considered a report which brought together the latest proposals for the five-year capital programme 2026/27 to 2030/31, taking account of the consultation exercise undertaken and the revenue implications arising from the programme. The Cabinet was advised that the five-year capital investment totalled £150 million, made up of funding sources from Welsh Government, UK Government and the council's own resources which would be allocated as follows: · £25 million for school buildings and children’s homes, · £13 million for Disability Facilities Grants, · £15 million for Social Services (including a new residential care home and children’s homes), · £30 million for Economic Development, · £56 million for highways and recycling infrastructure, · £4 million for digital IT infrastructure, · £1 million for Burry Port Harbour and · £6 million for a corporate investment fund for future projects. The Cabinet was appraised of the recent and ongoing projects from previous programmes, together with the key proposals in the new capital programme to deliver first class and modern facilities across the county. The proposed gross expenditure on the capital programme for 2026/27 totalled £68.004m, with the internal funding being £47.731m from the county council’s own resources through the application of borrowing, reserves, direct revenue financing, capital receipts and general capital grant, and the balance of £20.273m coming from external sources. The Cabinet was informed that the new capital programme was fully funded in year one of the programme, however the proposed capital investment within years two to five of the new programme exceeded the available identified funds by £1.31m, which would therefore need to be identified in due course, or the scope of investments amended accordingly. The Cabinet considered the Authority’s capital strategy set out at Appendix C to the report, required by the prudential code for capital finance in local authorities, which set out the long-term context for capital expenditure and investment decisions. The Strategy considered the risk, reward and impact on the achievement of priority outcomes and covered expenditure on both the Council Fund and HRA capital. The Cabinet Member for Resource concluded that despite the difficulties of the current economic environment, the proposed capital programme would provide significant investment over the next five years with schemes to develop the local economy, create jobs, and enhance the quality of life for the county’s residents and visitors, while safeguarding resources for future generations. UNANIMOUSLY RESOLVED TO RECOMMEND TO COUNCIL: 7.1 that the five-year Capital Programme and funding as detailed in Appendix A, with 2026/27 being a hard budget and 2027/28 to 2030/31 soft/indicative budgets, be approved; 7.2 that the programme be reviewed, as is usual, if anticipated external or county council funding does not materialise; 7.3 that the Capital Strategy in Appendix C, be approved.

RESOLVED TO RECOMMEND TO COUNCIL: 8.1 that the Treasury Management Policy and strategy for 2026-27 and recommendations contained therein, be approved; 8.2 that the Treasury Management Indicators, Prudential Indicators, the Minimum Revenue Provision Statement, the Investment Strategy and recommendations contained therein, be approved.
The Cabinet was reminded that as part of the requirements of the revised CIPFA Code of Practice on Treasury Management, the Council had agreed to maintain a Treasury Management Policy detailing the policies and objectives of the Authority’s treasury management activities and to also approve a Treasury Management Strategy annually before the start of the financial year to which it related. In accordance with these requirements, the Cabinet considered the Treasury Management Policy and Strategy for 2026/27 which outlined the procedures for managing borrowing and investments, including the limits on both. Appendix A to the report detailed the Treasury Management Practices and set out how the Council would seek to achieve its Treasury policies and objectives and how those activities would be managed and controlled. Appendix B to the report set out the council’s approach to security, liquidity and yield benchmarking undertaken in line with the Authority’s risk appetite and in accordance with the schedule of approved counterparties for lending as detailed in Appendix C to the report. In addition, under the Local Government Act 2003 the Council was to approve the Treasury Management Indicators for the coming year as detailed in Appendix D to the report. Appendix E to the report outlined the Minimum Revenue Provision Statement, which set out the Authority’s prudent debt repayment policy and which was generally based on an average asset useful economic life of 40 years. UNANIMOUSLY RESOLVED TO RECOMMEND TO COUNCIL: 8.1 that the Treasury Management Policy and strategy for 2026-27 and recommendations contained therein, be approved; 8.2 that the Treasury Management Indicators, Prudential Indicators, the Minimum Revenue Provision Statement, the Investment Strategy and recommendations contained therein, be approved.

RESOLVED to endorse the Model Teachers’ Pay Policy 2025/26, prior to circulation to schools for formal adoption by their Governing Bodies.
[NOTES: • Councillors L.D. Evans (Chair) and A. V. Owen, having earlier declared an interest in this item, left the meeting prior to the consideration and determination thereof. • In the absence of the Chair, the Vice-Chair presided for this item.] The Cabinet considered a report on the Model Teachers’ Pay Policy 2025/26 which had been updated to reflect the September 2025 pay award, as detailed in the School Teachers’ Pay and Conditions (STPC) (Wales) Document 2024 and to remove the application requirement to move between the main pay scale and the upper pay scale. It was reported that the Regional (Partneriaeth) Model Teachers’ Pay Policy had been replaced this with a National Model Teachers’ Pay Policy from the Welsh Local Government Association (WLGA) in partnership with the teaching Trade Unions. Nevertheless, it was reported that the Governing Body of each Welsh School was the principal developer of the Schools Pay Policy Statement working within the framework set out in the STPC. The Cabinet was provided with an overview of the main changes within the policy, as detailed within the report, all of which were aimed at addressing workforce needs, recruitment and retention challenges, and improving fairness and transparency. It was concluded that the 2025/26 School Teachers’ Pay and Conditions Document (Wales) would deliver a pay uplift, strengthen guidance on fair and transparent pay progression, and provide several practical updates to working conditions and leadership arrangements. UNANIMOUSLY RESOLVED to endorse the Model Teachers’ Pay Policy 2025/26, prior to circulation to schools for formal adoption by their Governing Bodies.

[NOTE: Councillor P. M. Hughes, having earlier declared an interest in this item, left the meeting prior to the consideration and determination thereof.] The Cabinet received a report on the Business Rates – Food and Drink Hospitality Rates Relief Scheme 2026/27 which sought the adoption of the scheme being made available to billing authorities by the Welsh Government for 2026/27. The scheme was aimed at eligible businesses in the food and drink hospitality sector to support these sectors to manage continued cost pressures. The Welsh Government would provide grant funding to the 22 local authorities in Wales to deliver the Food and Drink Hospitality Rates Relief scheme to eligible businesses for 2026/27, and guidance on the eligibility criteria was set out at Appendix A to the report. It was reported that the scheme was fully funded and therefore there would be no cost to the authority, provided that relief was granted in accordance with the Welsh Government guidelines via a grant under section 31 of the Local Government Finance Act 2003.
