RESOLVED that the new boundary proposal detailed within Appendix B2 of the report be approved and the final report and findings be submitted to the Democracy and Boundary Commission for consideration and to produce an order.
[Note: Councillor S. Allen having earlier declared an interest in this matter, re-declared that interest and remained in the meeting for its consideration but did not vote]. The Council received for consideration a report outlining the proposed new boundary between Whitland Community Council and Llanboidy Community Council. The Council was advised that further to minute 9 of the Council meeting held on 9th April 2025, the review process proceeded to the final consultation stage whereby representations were received to further amend the boundary. The Council was informed that the final report and recommendation would be made available to all interested parties and thereafter the Commission was required to wait for a period of 6 weeks following receipt of the report. If deemed acceptable, the Commission would then propose that Welsh Government Ministers make an Order to give effect to the recommendations either as submitted or with modifications, and any order would come into effect at the next local government elections in May 2027. RESOLVED that the new boundary proposal detailed within Appendix B2 of the report be approved and the final report and findings be submitted to the Democracy and Boundary Commission for consideration and to produce an order.

Williams, having earlier declared an interest in this matter, remained in the meeting for its consideration and voting thereof]. The Council received a report seeking agreement to progress with the implementation of the Wales Pension Partnership (WPP) Fit for the Future Business Case approved by Westminster Government. Following the Local Government Pension Scheme (LGPS) ‘Fit for the Future’ consultation, published 14 November 2024, which set out a range of proposals to strengthen the management of LGPS investments, pools were required to submit proposals setting out how they would deliver the proposed pooling model and complete the transfer of all assets, including legacy assets by 31 March 2026. The business case appended to the report detailed proposals for the WPP to establish a stand-alone Financial Conduct Authority (“FCA”) authorised Investment Management Company in accordance with the additional proposed new Government requirements for the pool operating model. All WPP assets would be moved into the Investment Management Company in line with the timescales outlined and each of the eight Welsh Local Government Pension Scheme (LGPS) Administering Authorities would be shareholders and clients of the newly established Investment Management Company. The report indicated that the formation of a WPP Investment Management Company provided a unique opportunity to establish a material centre of excellence in LGPS investment in Wales, creating valuable career opportunities whilst enhancing the financial services sector in Wales. It was further considered that the submission would build upon on the success of WPP to date and would deliver across the range of objectives that the Government had set out in its ambitions for the progress of the LGPS in Wales. The WPP business case was approved by the Joint Governance Committee on 12 March 2025 and was subsequently approved by Government on 9 April 2025. Furthermore, the Dyfed Pension Fund Committee endorsed the business case at its meeting on 23 June 2025. In closing it was reported that the new regime was expected to result in significant and on-going amounts from Local Government pension funds in Wales being invested in a range of developments for the benefit of residents in Wales. RESOLVED to: 8.1 Note the WPP Fit for the Future Business Case previously approved by the Pension Committee (detailed in Appendix 3, Appendix 4 and Section 4 of the report). 8.2 Approve the formation of a corporate entity wholly owned by the WPP Administering Authorities (AAs) to be the WPP Investment Management Company (IMCo.) and all other actions necessary to submit an application to the Financial Conduct Authority (FCA) for the authorisation of the IMCo. including but not limited to the selection and recruitment of Senior Management Function (SMF) roles as required by the FCA and the preparation and submission of the application to the FCA. RESOLVED that the following recommendation of the Cabinet be adopted: That the Local Authority Social Services Annual Report 2024/25 in Carmarthenshire be approved.
[Note: Councillors K. Madge and M. Palfreman, having earlier declared an interest, remained in the meeting for its consideration]. Council was informed that there was a statutory requirement for the Director of Social Services to report annually on the delivery of services and performance, as well as plans for the improvement of the whole range of social services. The Cabinet, at its meeting held on 30th June 2025 [minute 6 thereof refers], had considered the Draft Local Authority Social Services Annual Report 2024/25. Furthermore, the Health & Social Services Scrutiny Committee had also considered the report at its meeting on the 9th June 2025. The report comprised an overview of performance in 2024/25 as well as an assessment on future provision, together with strategic priorities for 2025/26. In this regard, an overview of the salient points within the report was provided to the Council. Council members were gratified to note that the position within Carmarthenshire was improving against a backdrop of increasing demands in terms of both children and adult services. Reference was made to the transformation journey in respect of learning disability day opportunities whereby further details was sought on how the Council would achieve its long term aim to maximise individual potential and provide opportunities for paid employment to support integration into the wider community. An assurance was provided that the Authority was engaging internally within the Leisure department and with local employers, with positive outcomes thus far which would be further developed going forward. Attention was drawn to the Authority’s ambitions in Adult Social Care to further develop a range of supported accommodation to reduce reliance on residential care to promote independence, choice and achieve improved outcomes for individuals. A query was raised in respect of the extent to which the costs of developing new supported living settings had been met locally and the proportion of funding provided by the Welsh labour government by way of initiatives such as the ‘Housing with Care’ fund. It was reported that details in respect of housing support grant funding would be collated and circulated in due course. It was considered that the establishment of a model of further integration with Health, possibly at a locality level, would be crucial going forward in view of the severe strain on the Health Service which had seen a substantial reduction in investment in community services in recent years. RESOLVED that the following recommendation of the Cabinet be adopted: That the Local Authority Social Services Annual Report 2024/25 in Carmarthenshire be approved.

“Could yourself as Armed Forces Champion Carmarthenshire not insisted for the Union Jack of Great Britain to be flown alongside our national Welsh Flag at County Hall Carmarthen and all Civic sites for example Llanelli Town Hall owned by CCC. Importantly the national flag of the United Kingdom has great significance to those who made the ultimate sacrifice and died serving this great country. Veterans, serving armed forces personnel and the emergency services and I as a RAF veteran take great pride in seeing the national flag of Great Britian been flown throughout the county of Carmarthenshire not only on special commemorative days. The union jack was proudly flown in the recent VE Day celebrations by all communities from windows gardens, cars and tall buildings. Why ?” Response by Councillor Philip Hughes, Cabinet Member for Organisation and Workforce:- “Thank you Chair and thank you Councillor Evans for your question. As you may be aware, the Flag and Illumination Policy was approved by Cabinet in 2020. The fundamental principle of this policy is to maintain consistency across the three locations where flags are displayed, namely Ammanford Town Hall, Llanelli Town Hall, and County Hall. Presently, the County, Welsh, and Ukrainian flags are flown at all three sites. Members will remember that in 2022 the decision was made to fly the Ukrainian flag in solidarity with the people of Ukraine, following the invasion by Russian forces - and I can see no reason why we shouldn’t continue with that act of solidarity. The Flag and Illumination Policy is currently being reviewed, but there are no plans for significant changes to the current flag arrangement. You are correct, Rob; the Union Flag is displayed regularly on designated days. The Department of Culture, Media, and Sport has issued guidance aimed at UK government buildings, outlining designated days when flags should be flown. As we are not a UK Government building the guidance isn’t mandated. However, we have taken the guidance into account and fly the Union Flag on designated days such as the King's birthday, His Majesty’s Accession, and Coronation Day. Last Thursday, 17th July, the flag was flown to mark the Queen’s birthday. The Union Flag is also raised on Remembrance Day, VE Day, and last month the Armed Forces flag—which incorporates the Union Flag—was flown to commemorate Armed Forces Week. Additionally, the Union Flag will be displayed during the weekend of 15th August in recognition of Victory over Japan Day. As a Cabinet Member, my responsibilities centre on the people of Carmarthenshire and in my role as Armed Forces Champion for Carmarthenshire, I aim to contribute meaningfully to the lives of service members and veterans. We welcome service members, veterans, and their families, who want to settle in Carmarthenshire, and we do a lot to enable that to happen. In 2022 we signed the Armed Forces Covenant, its principles call us to - · recognise the unique nature of service, · ensure that there is no disadvantage, · and to allow special treatment where justified. Our People Management team have undertaken significant work to ensure that we are an Armed forces friendly employer. We have been awarded the Silver Defence Employer Recognition Award and anticipate achieving Gold status in September. While time does not permit a comprehensive review of all our initiatives under the Employer Recognition Scheme, notable measures include a Guaranteed Interview Scheme—ensuring that any veteran who meets the essential criteria when applying for a role is assured an interview. Additionally, the scheme provides up to ten days of paid leave annually for reservists. We offer positive practical support for Veterans and the broader armed forces community and will continue to do so. Chair, something that is hot off the press this morning – I am pleased to announce Chair that the Defence Relationship Manager team at the M.O.D has confirmed that we have been successful in our Gold Award application as part of our Defence Employer Recognition and that was received by us this morning at 9.25am”. Supplementary Question by Councillor Rob Evans:- “The world as we know it is now ever-changing with the threat of terrorism and wars. We now, as a County, we all need to show the world our solidarity as a Nation, being our Great Britain. So why are you not - as Armed Forces Champion - insisting on flying both the Welsh and Union Jack side by side throughout Carmarthenshire, throughout the year. It's a disgrace this is not happening in Carmarthenshire. God save the King”. Response by Councillor Philip Hughes, Cabinet Member for Organisation and Workforce:- “As I mentioned in my opening paragraph, the Flag and Illumination Policy is currently being reviewed, but there are no plans for significant changes to the current flag arrangement. Rob, I think it’s safe to say that you are my Armed Forces Shadow Cabinet member – am I right in thinking so? I had something through last week to confirm that. Anyway, that’s by the by, I’m sure that all members know here that my door is always open, whether it be shadow cabinet or not, and I think this is something we could have discussed and I’m happy to discuss going forward so should you wish to have a conversation afterwards I’m happy to discuss. Thank you”.
“It has now been 8 long years since the previous Plaid Leader of this Council promised a new school to replace Heol Goffa with a state of the art facility for additional learning needs children due to overcrowding. This promise has yet to be fulfilled. The excellent, dedicated and expert staff and the students continue to cope with the overcrowded, dilapidated building, designed to house 75 students but currently educating 129 with many more waiting in the wings. Will you today stand up and give the parents peace of mind by telling them directly when the promised state of the art facility to replace Heol Goffa will be ready to receive students?” Response by Councillor Glynog Davies, Cabinet Member for Education and Welsh Language:- “The first thing that we have to say is that this current Administration, i.e. us here now, have promised to provide the best possible education, within our abilities to all school children in Carmarthenshire, including children in Heol Goffa. I don’t want to go into too much detail on our efforts, which includes the independent review, you will remember that, on the Additional Learning Needs provision in the Llanelli area and thank you to David Davies for the excellent work that he did to develop six options on the way forward. Following the Cabinet meeting on 16 June 2025, you’ve just received the minutes of that meeting, much more work has taken place with the officers on options 4 and 5 i.e. the options that were favoured. And if you remember Councillors, both options are better proposals than the one that was refused – the plan that many wanted us to do. If we had listened, the school would have reached full capacity even before the doors opened. But we have continued to engage and discuss with the school community, including the Chair of Governors and Headteacher – and they have spoken with the Governing Body. The Leader and Director of Education have met the local members who represent the area – of course there isn’t a Labour member representing the ward anymore. What’s important here is that I am very close to coming to a decision – my intention and my hope is to make a definitive proposal to the Cabinet on the last day of this month, the 31 July. A decision is imminent and that is good news for us all in this Chamber. Thank you”. Supplementary Question by Councillor Deryk Cundy:- “I don’t think that actually answered what I asked, which was ‘can you give a definitive time?’. You’re giving me something that you’re making a decision that’s imminent, which hasn’t really answered my question. So, I really wish you would stand up and answer that question and say when can it be? It’s been 8 long years. That’s the issue here – it’s been 8 years. How long do we have to wait? Parents are desperate to know what’s going on”. Response by Councillor Glynog Davies, Cabinet Member for Education and Welsh Language:- “Sorry Deryk I believe that I have answered your question – my decision is imminent. As you know with protocol, my decision has to go to Cabinet for its approval before anymore can be said – and that is happening this month. The last day of this month I will make a proposal to Cabinet. As far as I’m concerned, that is excellent news for the people of Heol Goffa and all of us. Thank you”.
“Car parking charges at Burry Port, Ferryside and Kidwelly Petition. Whilst acknowledging the Cabinet's decision to disregard; this petition, the concerns of local businesses, as well as the valid reasons given for not charging at these car parks, as a demonstration of equity and fairness to the rest of the residents of Carmarthenshire, one of the questions that comes to mind is: When will this Council introduce charging all users all day from Monday to Sunday at car parks at its own places of work, such as County Hall, Carmarthen. This would demonstrate the same equity and fairness to the residents of Carmarthenshire who must pay for parking to access their places of work throughout our County, as well generating much needed extra revenue for Carmarthenshire County Council.” The Chair advised that Councillor Edward Thomas, Cabinet Member for Transport, Waste and Infrastructure Services was not in attendance at the meeting; accordingly, arrangements would be made for a written response to be provided to the questioner, and a copy of that response would also be made available on the website.
“Changes to waste collections in Carmarthenshire commenced in January 2023 with the introduction of weekly collections of recyclable and food waste and 3-weekly collections of non-recyclable waste and glass. Data suggests that, two years after these changes were introduced, recycling rates in the County have improved markedly and this is to be commended. However, does the Cabinet Member agree that the continued denial to some residents of kerbside glass collections, and recent changes meaning people can’t collect additional blue bags from Council hwbs but instead have to order them online, present potential obstacles to further progress?” The Chair advised that Councillor Edward Thomas, Cabinet Member for Transport, Waste and Infrastructure Services was not in attendance at the meeting; accordingly, arrangements would be made for a written response to be provided to the questioner, and a copy of that response would also be made available on the website.
