The Schools Transformation and Change Manager provided the Forum with a verbal update on the Rising 4’s policy changes from September 1st, 2025. The Forum noted that children will be able to start full time education after their 4th birthday. This change is being implemented, to align with neighbouring authorities. The next intake of primary children will be in January 2026. Officers have been in contact with schools and are working through the implications. A full public consultation will take place during the coming months, to discuss 7 non-maintained schools, moving from educating 4-11 year olds to 3-11 year olds. It was requested that the Removal of the Rising 4’s Gap analysis which had been approved by Cabinet and was now in the public domain, to be added to the agenda for the next meeting. A review of primary and secondary school catchment areas was underway, with any changes coming into effect by September, 2027. The Forum was advised that Bryngwyn School was currently undergoing a £15million refurbishment, which includes the development of science laboratories, dining facilities and a 3G pitch. Three further investment schemes are in development and are being progressed with the governing bodies. Officers are supporting two potential hard federations which are being led by the governing bodies. The MEP team has been successful in securing a grant from the Welsh Government to provide a Welsh language immersion centre based in Ysgol y Strade. A new two-storey building will be constructed to support primary and secondary pupils from the surrounding area of Llanelli. There will be three classrooms on the first floor of the new building, replacing the mobile classrooms. The new building is at an early stage of design. The Forum noted that through Community Focused Grant, Ysgol Dyffryn Aman, QEH and Coedcae School have had their changing rooms refurbished and Ysgol Glan y Mor has received a 3G pitch. AGREED that the verbal update be received.
