The Committee considered the Carmarthenshire County Council’s Scrutiny Function – Annual Report 2024/25 which provided an overview of the Council’s Scrutiny Function incorporating specific reference to the work undertaken by the five scrutiny committees pertaining to: · Corporate Performance and Resources · Communities, Homes and Regeneration · Education, Young People and the Welsh Language · Place, Sustainability and Climate Change · Health and Social Services The report highlighted scrutiny’s key role in promoting accountability in the decision making process of local authorities, being a valuable tool in ensuring council policies reflected current priorities, as well as promoting efficiency and encouraging partnership working with external agencies. The Chair of the Chairs and Vice Chairs of Scrutiny Committee reported that whilst it was encouraging to see that webcasting viewing figures had increased slightly, public engagement figures remained disappointing and requested for an improved member engagement to help promote the work of scrutiny. Scrutiny Committees take on greater ownership of their own work programmes, using a pre-decision method of scrutiny which enabled Scrutiny Committees to be proactive in their interaction with the Cabinet Forward Work Plan, and to scrutinise relevant matters from their inception. To enable the development of each forward work programme, it is imperative to ensure the Cabinet forward work programme is complete and robust. UNANIMOUSLY RESOLVED that the report be received.
The Committee received for consideration a report which outlined the work of the Committee during the 2024/25 municipal year. The report detailed the key issues considered, together with the associated outcomes in respect of the role and function of the Committee, member induction programme, multi-location meeting policy, timing of meetings survey and the Committee’s forward work programme. The report highlighted that whilst the Democratic Services Committee had met only once, members of the Committee did meet informally during the reporting period to view and input into a new e-learning platform “Thinqi”, which allowed the Committee to feed in and comment before the platform was officially launched in June, 2024. The report also highlighted that the Election team merged with the Democratic Team in April 2025. UNANIMOUSLY RESOVLED that the report be received and made available to members of Council for information.

RESOLVED that: 6.1 the report be received and 6.2 as part of the consultation process, the Chair of the Democratic Services Committee submit a response to the Independent Remuneration Panel for Wales on behalf of the Committee.
The Committee received for consideration the Democracy and Boundary Commission Cymru (DBCC) Draft Annual Remuneration Report 2026-2027 setting out its proposals on the payment of remuneration and allowances for elected and co-opted Members of Welsh Local Authorities, Principal councils, National Park Authorities, Fire and Rescue Authorities and Community and Town Councils in Wales, for the municipal year. This was the first report of the DBCC since taking over the function from the Independent Remuneration Panel for Wales on 1 April, 2025. The report stated that substantive changes to the remuneration framework, would only occur once in each electoral cycle. Therefore, the draft report for 2026-27 considered uprating amounts where appropriate but the framework would remain unchanged. The next report, for 2027-28, will update the framework for those members who will be elected at the May 2027 local elections. Accordingly, as part of the IRPW consultation process, members were invited to provide feedback on the draft report. The Commission had determined a 6.4% increase in basic salary for 2025-26. Authorities must implement this without change or delays. Carmarthenshire is in Band B of the payment schedule. UNANIMOUSLY RESOLVED that: 6.1 the report be received and 6.2 as part of the consultation process, the Chair of the Democratic Services Committee submit a response to the Independent Remuneration Panel for Wales on behalf of the Committee.
