The Cabinet received a report on proposed amendments to the Swansea Bay City Deal Joint Committee arrangements, and delegation of functions to the South West Wales Corporate Joint Committee. The Deputy Leader introduced the report, advising of the background to the Joint Committee for the Swansea Bay City Region which promoted and facilitated projects funded under the Swansea Bay City Deal. It was noted that the Joint Committee comprised the four leaders of the Councils involved and oversaw decision making within the programme to ensure the functions of the city deal programme were fulfilled. A regional joint scrutiny committee was also created to ensure that appropriate overview and scrutiny functions could take place. As the South West Wales Corporate Joint Committee structures have matured, significant duplication between the Swansea Bay City Deal and the South West Wales Corporate Joint Committee has emerged, prompting a proposal to streamline governance The report provides further information on proposals to integrate the Swansea Bay City Deal’s Governance into the South West Wales Corporate Joint Committee. RESOLVED to endorse the Updated Base Network in Carmarthenshire to be recommended to the South West Wales Corporate Joint Committee (CJC) and Welsh Ministers for inclusion in the Welsh Bus Network Plan.
The Cabinet Member for Transport, Waste and Infrastructure Services presented the report which sought endorsement of the Updated Base Network in Carmarthenshire to be recommended to Welsh Ministers for inclusion in the Welsh Bus Network Plan. The Cabinet Member for Transport, Waste and Infrastructure Services advised that on 31st March 2025, the Bus Services (Wales) Bill was introduced to the Senedd. This will provide the legislative basis to enable bus franchising in South West Wales in 2027. It was noted that to prepare for the changes that Bus Franchising will bring, local authority officers in South West Wales were working closely with Transport for Wales to jointly develop franchise plans that reflect both regional and local needs. A 12-week public and stakeholder engagement exercise had been undertaken across South West Wales between 1st July and 23rd September 2025, to seek feedback on the Proposed Base Network. A statutory consultation has also been undertaken with statutory stakeholders regarding the Welsh Bus Network Plan. It was reported that the report was a cabinet function and did not require a Council decision. UNANIMOUSLY RESOLVED to endorse the Updated Base Network in Carmarthenshire to be recommended to the South West Wales Corporate Joint Committee (CJC) and Welsh Ministers for inclusion in the Welsh Bus Network Plan.

RESOLVED that the report be approved.
Cabinet considered the Treasury Management and Prudential Indicator Report which provided an update on the treasury management activities from 1st April 2025 and 30th September 2025. It was noted that the Welsh translation of the report title referred to this as a ‘quarterly’ report; this was incorrect and would be corrected to ‘Mid-Year’ in the minutes. The Cabinet Member for resources advised that the Treasury Management Policy and Strategy for 2025-2026 was approved by Council on 26th February 2025 and that it outlined the activity reports that would be brought to Cabinet during the year. The Cabinet Member noted in particular the cut in the Bank of England base rate to 4.00% in August, but that the rate had not been cut further due to higher than target inflation and that the authority was outperforming its benchmark on lending returns. For the period under review the average “30-day uncompounded SONIA (Sterling Overnight Index Average) rate” was 4.24% whereas the actual rate the Council earned was 4.29%, an out performance of 0.05%. UNANIMOUSLY RESOLVED that the report be approved.
The Chair advised that there were no items of urgent business.
