In reviewing the LLPs, an overview of the prioritisation categories and eligibility criteria was provided to the Cabinet Member, along with the marketing initiatives to be implemented to raise awareness of the scheme. In response to a query from the Cabinet Member, the Independent Review and Monitoring Lead Officer reported that enquiries would be made to confirm the appropriate electoral ward for the Market Street Development in Llanelli, following which the LLP would be updated if required. The Cabinet Member considered a report on the provision of financial support to local communities during the winter months via the Welsh Government’s Safe, Secure and Warm Spaces initiative. As part of the initiative, and taking into account slippage from last year’s initiative, the Authority had a total budget of £101,346 for 2025/26 to support communities to establish warm hubs and provide individuals with a welcoming, accessible, safe and warm environment that may include: · Basic refreshments and snacks; · The provision of advice and support services to attendees for example, advice and support on financial matters, health and well-being or digital accessibility; · Further enrichment activity such as exercise, arts or cultural activity. In order to provide local organisations with access to the funding, it was proposed that the Authority would initiate a call for applications, which would be administered by the Council’s Bureau, with eligible organisations being able to receive a maximum award of £3,000 to deliver support from mid-November 2025 to the end of March 2026. Eligible applications would be assessed by the Bureau’s grants panel with final approval being delegated to the Head of Economic Development and Property to award funding. Successful applicants would be required to sign an agreement setting out the terms and conditions of the grant. RESOLVED that 4.1 the establishment of a third-party grant to enable communities across Carmarthenshire to provide a welcoming, accessible, safe and warm environment during the winter months be approved; 4.2 Delegated authority be granted to the Head of Economic Development & Property to award funding to successful applicants
