RESOLVED that : 7.1 the Draft consultation on proposals for Cwrt Henri, Llanybydder, Tumble and Y Ddwylan, as set out in the report, be approved 7.2 a consultation on the proposals be initiated
The Cabinet received a report on the proposal to change the age range from 4-11 to 3-11 at Cwrt Henri, Llanybydder, Tumble and Y Ddwylan primary schools. The proposal to change the age range had been prepared in response to the County Council’s Cabinet decision on 25 March 2024, to remove Carmarthenshire’s rising 4s Policy. As of September 2025, children will be eligible for full-time school at the start of the term following their fourth birthday. From this date, there will be no children in full-time provision who are three years of age. The report stated that children who had turned three were eligible for a minimum of 10 hours per week of non-statutory approved education provision delivered on a part-time sessional basis, either in one of the county’s 42 primary schools which were designated as age 3-11 schools and where provision is maintained by the Local Authority, or a minimum of 10 hours education in approved non-maintained settings, such as day nurseries or Cylchoedd Meithrin. Working parents of eligible 3- to 4-year-olds were able to access up to 30 hours funded combined childcare and education via the Welsh Government’s Childcare Offer. The proposal will aim to address the gaps in provision of a minimum of 10 hours non-statutory 3-year-old education in the Cwrt Henri, Llanybydder, Tumble and Y Ddwylan schools. UNANIMOUSLY RESOLVED that : 7.1 the Draft consultation on proposals for Cwrt Henri, Llanybydder, Tumble and Y Ddwylan, as set out in the report, be approved 7.2 a consultation on the proposals be initiated

RESOLVED that : 8.1 the Ammanford Nursery school be discontinued 8.2 the age range at Ysgol Bro Banw, be extended from 4-11 to 3-11 8.3 the age range at Ysgol Gymraeg Rhydaman, be extended from 4-11 to 3-11
The Cabinet received a report on the proposal to reconfigure nursery provision in the Ammanford area. The proposal to change the age range had been prepared in response to the County Council’s Cabinet decision on 25 March 2024, to remove Carmarthenshire’s rising 4s Policy. As of September 2025, children will be eligible for full-time school at the start of the term following their fourth birthday. From this date, there will be no children in full-time provision who are three years of age except for Ammanford nursery school. The report noted that Ammanford nursery was the county’s only maintained nursery school and uniquely provided nursery education on a full-time basis from the age of 3, which does not provide equality of provision with the rest of Carmarthenshire. The proposals noted within the report would follow the statutory procedures as noted in the School Organisation Code 2018. The consultation and further stages of the process will be bound by the timelines and strict processes as noted within the procedures. UNANIMOUSLY RESOLVED that : 8.1 the Ammanford Nursery school be discontinued 8.2 the age range at Ysgol Bro Banw, be extended from 4-11 to 3-11 8.3 the age range at Ysgol Gymraeg Rhydaman, be extended from 4-11 to 3-11

RESOLVED that the Recruitment and Retention Strategy, as set out in the report, be approved.
Cabinet considered a report on the Recruitment and Retention Strategy, to address the challenges of attracting and retaining quality candidates, managing turnover and reducing reliance on agency staff. The strategy will ensure that the Council can attract, recruit and retain a skilled workforce, deliver high-quality services and reduce recruitment costs. The Strategy is essential for several reasons: · addressing recruitment challenges, · reducing agency usage, · promoting Equality, Diversity and Inclusivity, · improving retention, · enhancing employer branding, · improving data-driven decision making, and · aligning with the Corporate vision. The report noted that the authority was committed in developing individuals by providing work experience placements to all applicants and promoted placements through engagement with schools and colleges. Development initiatives within the authority included the launch of the Leadership Academy, introduction of the new Thinqi learning management system, apprenticeship and graduate schemes and through the Care Academi. The Authority is committed to increasing the number of apprenticeships provided through the medium of Welsh, due to young people in Carmarthenshire undertaking their secondary education through the medium of Welsh. UNANIMOUSLY RESOLVED that the Recruitment and Retention Strategy, as set out in the report, be approved.
