RESOLVED that: 7.1 - The report be received; 7.2 - The 7 recommendations within the report be approved, noting that recommendation 4 would be require a submission of a further report; 7.3 - The Scrutiny Committee receive regular updates from officers on the progress and effectiveness of the recommendations.
The Cabinet received the Health and Social Services Scrutiny Committee's Task and Finish report on 'An Active and Healthy Start'. Councillor Gareth John, Chair of the Task and Finish Group, stated that the Scrutiny Committee, on 5th July 2023, had agreed to establish a Task and Finish Group to develop an action plan to reduce childhood obesity in Carmarthenshire. This was in response to the alarming data which indicated that Carmarthenshire had the highest levels of overweight children in Wales. In acknowledging that obesity was one of the greatest public health challenges of modern times, it reported that the problem was escalating, with 27% of children living in Wales, aged 4-5 years, overweight or obese (Public Health Wales, 2022). Carmarthenshire currently has the highest proportion of overweight or obese children aged 4 – 5 years in Wales. It was noted that circa 55% of obese children go on to be obese in adolescence, around 80% of obese adolescents would likely to be obese in adulthood. It was recognised that prevention was better than cure, and early intervention was key – it was emphasised that it would be 4 times harder to change behaviours in year 4 than aged 4. The Cabinet Member for Social Services, in thanking the Task and Finish Group for their work in developing the report, added that this was a complex subject matter which would require a holistic approach and a multi-agency alignment with current and emerging strategies. The 7 key recommendations contained within the report had been formulated by the Group following the consideration of a range of evidence over a series of meetings held between September 2023 and March 2024. It was highlighted that recommendation 4 would require the submission of a further report once the review of school transport options had been completed, which would include transport costs for swimming classes. The draft recommendations put forward under recommendation 4, would therefore be considered separately upon completion of the extracurricular school transport review. Cabinet noted that the report was set within the context of no additional core funding resource being or becoming available for the foreseeable future, and therefore was underpinned by the following key principles: • Prevention • Collaboration • Person-centred focus • Addressing inequality A clear action plan for each of the recommendations was appended to the report at Appendix 1. UNANIMOUSLY RESOLVED that: 7.1 - The report be received; 7.2 - The 7 recommendations within the report be approved, noting that recommendation 4 would be require a submission of a further report; 7.3 - The Scrutiny Committee receive regular updates from officers on the progress and effectiveness of the recommendations.

RESOLVED that: 9.1 - the Carmarthenshire Social Enterprise Strategic Action Plan be approved; 9.2 - the establishment of the Carmarthenshire Social Enterprise Forum be agreed.
The Cabinet received a report which sought the Cabinet’s endorsement of the draft Social Enterprise Strategic Action Plan for Carmarthenshire and to approve the establishment of the Carmarthenshire Social Enterprise Forum which would be responsible for providing an oversight and monitoring delivery. It was reported that the Audit Wales report ‘Social Enterprises – ‘a missed opportunity’ had highlighted that Local Authorities across Wales lacked a coherent strategy to help support the growth and development of the social enterprise sector. To address these concerns and to demonstrate the Authority’s commitment to support the development and growth of the sector, the Carmarthenshire Social Enterprise Strategic Action Plan had been produced in conjunction with local social enterprises and other key stakeholders in the County. Cabinet Members considered the plan’s development and governance. UNANIMOUSLY RESOLVED that: 9.1 - the Carmarthenshire Social Enterprise Strategic Action Plan be approved; 9.2 - the establishment of the Carmarthenshire Social Enterprise Forum be agreed.
