The Committee considered a report which provided an overview of the revised Welsh Government 20mph Speed Limit Guidance, together with the risk assessment approach implemented within the council to determine any changes to the speed limits in response the Welsh Government’s ‘listening programme’, to ensure a cohesive, safe highway network. The report outlined a summary of the submissions, how the review had been undertaken, the detailed assessments, their outcomes and recommendations. It was noted that the next steps would be for officers to commence consultation on the proposed 30mph speed limits listed in the report, this process would include seeking the views of the statutory stakeholders, together with a letter drop to properties directly affected by the proposed speed limit increase to ensure that all those directly affected would have the opportunities to have their views considered. Following consultation, a decision would then be made as to whether the proposals would progress to advert in the form of a Public Notice pertaining to the draft Traffic Regulation Order. The draft Order would then be open to comment/objection by the wider community. Any objection to the draft Order would be considered by the Cabinet Member for Transport, Waste and Infrastructure Services. Subject to the decision of the Cabinet Member, the draft Order would either be withdrawn and the 20mph speed limit remain or the Order to introduce a 30mph would be made operational. During 2025/26 Officers will undertake a review of ‘C’ Class and Unclassified Roads and as part of a second phase, and that buffer speed limits on the approach to existing 20mph speed limit also be reviewed as to their appropriateness. It was reported that the Cabinet, at its meeting on 28 April 2025, endorsed the actions proposed within the report. The issues/observations raised by the Committee were addressed as follows:- • The Traffic and Road Safety Manager provided an assurance to the Committee that vehicle composition data had been utilised to inform the review. • In response to a query, it was confirmed that the review had been financed by way of Welsh Government grant funding, and therefore there was no direct cost to the Local Authority. • Whist dissatisfaction was expressed in respect of the Welsh Government implementation of the initial 20mph speed limit, Committee members were gratified to note the reduction in the number of road traffic collisions, deaths and injuries since implementation of the 20mph speed limit. • A query was raised in respect of enforcement of the 20mph speed limit whereby the Traffic and Road Safety Manager duly clarified that concerns should be reported directed to Go Safe and the Police, who had the relevant enforcement powers. It was noted that Welsh Government had not provided sufficient funding to support the installation of traffic calming measures to support the lower speed limit, however evidence demonstrated that there had been a marked drop in speed across the county. Reference was also made to the Council’s Road Safety Team who worked in partnership with a range of agencies to raise awareness, educate and train all types of road users to improve skills and behaviour. UNANIMOUSLY RESOLVED that the report be endorsed.

The Committee considered a report which appended supplementary guidance to the Highways Design Guide for developers, individuals, and groups of individuals on the process and requirements of getting private roads adopted as public Highway. Furthermore, the guide stipulated the fees the council would require for vetting and approving applications, including, where applicable, commuted sums for future maintenance. It was reported that the Cabinet, at its meeting on 28 April 2025 resolved that the Private or Unadopted Roads Guide be approved and incorporated into the Highway Design Guide as supplementary guidance. The issues/observations raised by the Committee were addressed as follows:- • A query was raised in respect of the number of unadopted roads within the county and how these compared with neighbouring authorities. The Professional Design Services Manager explained that the county was in the process of developing a comprehensive record of unadopted roads, and the information available thus far would be circulated to the Committee. Members were further informed that the register being developed would be based on a risk assessment approach to prioritise roads which the county could adopt subject to grant funding. • The Professional Design Services Manager, in response to a question, confirmed that the fees stipulated within the report related to the vetting of applications for consideration to become public highway maintainable. It was also clarified that there is no general right to park in a private or unadopted road except for the owner of the road. • Reference was made to a typographical error on page 68 of the report which would be revised to state ‘His Majesty's’. The Committee considered a report which on the extension of the existing Public Spaces Protection Order 2016 for Carmarthenshire. The Carmarthenshire County Council (Dog Control) Public Spaces Protection Order (PSPO) came into force on the 1st July 2016 to impose reasonable restrictions and requirements on people whilst in charge of dogs on public land. The PSPO sought to prevent or reduce the detrimental effects associated with dogs not being properly supervised and kept under control. In particular, the PSPO imposed a requirement for people: • To clean up after their dogs on all public land in the county. • To put and keep their dog on a lead of not more than 2 metres in length when directed to do so by an authorised officer of the Council, where such restraint is reasonably necessary to prevent a nuisance, or behaviour by the dog that is likely to cause annoyance or disturbance to any other person, or the worrying or disturbance of any animal. • Not to take their dog onto or permit their dog to enter or remain on any enclosed children’s play areas in the county. The Committee considered the evidence and reasons for the 3-year extension of the PSPO, including the results of the targeted consultation exercise, as detailed in the report. Reference was made to the previous discussions of the Committee in relation to the potential to introduce supplementary dog controls by means of an additional PSPO where evidence supported the need for additional orders. In this regard, the council developed a toolkit for organisations to collate local evidence, with the possibility to apply for a PSPO for their specific playing fields/sports pitches, if deemed appropriate. The Committee was advised that discussions were ongoing with football, rugby and cricket teams and a press release to raise awareness would be issued. The issues/observations raised by the Committee were addressed as follows:- • Following queries raised in relation to Part 2 of the PSPO pertaining to ‘Dogs on Leads by Direction’, the Strategic Public Realm Manager clarified that, at present, the authorised officers referred to within the report related solely to members of the Enforcement Team, however further enquiries would be made in respect of the reference to “can include a person who is not an employee of the Council”. • In response to references of localised incidents of irresponsible dog owners, including dogs not being kept on loads or those not collecting or disposing of dog fouling, the Strategic Public Realm Manager reported that enforcement activity could be enhanced in specific areas of need and contact would be made to address the concerns raised by the member. • It was confirmed that an existing byelaw was in place which placed seasonal dog exclusions (from May 1 to September 30) at Cefn Sidan and Llansteffan beaches, however the PSPO could be extended as required, subject to the provision of supporting evidence. UNANIMOUSLY RESOLVED that the report be received.
