The Committee considered a report, on the Recruitment and Retention Strategy to help inform all actions relating to current and prospective employees, ensuring that the Council can attract, recruit and retain the best talent to deliver high-quality services to the community. The Strategy was essential for several reasons, which included: · addressing recruitment challenges, · reducing agency usage, · promoting Equality, Diversity and Inclusivity, · improving retention, · enhancing employer branding, · improving data-driven decision making, and · aligning with the Corporate vision. Amongst the issues and queries raised on the report were the following: · In response to a query regarding the high turnover rates in certain departments, the Lead Business Partner for Resourcing and Safe Employment reported that exit surveys were sent to departing employees, with a response rate of 20%. Efforts are underway to enhance data collection on this issue. Additionally, a bi-annual staff survey is carried for all current employees, allowing for identification of trends that require prompt attention and action. · The Committee was informed that the Council was seen as a good employer by Investors in People. · Asked how the authority was preparing for succession planning, the Lead Business Partner for Resourcing and Safe Employment reported that the information was included in the authority’s strategy, however, this was an opportunity to enhance the way the information was presented to the reader. · Concern was expressed about the significant proportion of older workers within the authority. The Committee was advised that the authority was actively promoting 19 apprenticeship opportunities, ranging from level 2 to level 6 graduate. To facilitate this initiative, officers would be available at open days in libraries throughout the county to address any queries. This effort aimed to attract and retain younger employees, thereby contributing to a more sustainable workforce. · The Committee was informed that an exciting pilot was currently being undertaken at Dyffryn Aman school with officers from the Learning and Development department. This involved collaboration with the sixth form students and officers focussing on providing valuable career advice. · The Committee was informed that the Public Service Board (PSB) was undertaking a piece of work to address career guidance in Wales, particularly in light of the gap left by Careers Wales’ reduced presence in schools. Due to funding constraints, Career Wales has been unable to provide adequate support, highlighting the necessity for the public sector to offer support in this critical area. · Asked how many people the authority came to the authority for work experience each year, the Lead Business Partner for Resourcing and Safe Employment reported that the data would be shared post meeting. · It was noted that along with comparative data across the UK, comparative data across Wales would be prepared for the following update. · The Committee were informed that the new Thinqi system recorded learning data for all employees. · Asked if new employees requiring DBS checks, started employment before the checks had returned, the Lead Business Partner for Resourcing and Safe Employment reported that individuals could not commence in their role until the DBS had been completed. The authority has robust checks in place and officers work closely with the Police to ensure efficiency in these processes. RESOLVED that the report be received.

The Committee considered the Authority’s Corporate Budget Monitoring Report 2024/25 and the Chief Executive’s and Corporate Services departmental reports as at 28th February, 2025 in respect of the 2024/25 financial year. The monitoring report forecasted an end of year underspend of £942k on the Authority’s net revenue budget, with an overspend at departmental level of £12.8m including school budgets. This improved position was significantly influenced by an unexpected one-off grant that is not recurring. The report noted that consideration was to be given to any possible allocations to mitigate the significant financial risks already identified for 2025/26, in particular the funding shortfall on National Insurance, which could be larger than allowed for in the budget. The comments/observations raised were responded to as follows:- · In response to a query regarding year end figures for schools to compare budgets, the Head of Financial Services informed that the information would be shared post meeting. · Whilst acknowledging there was an improvement in budgets at the end of February, attributed to one-time grants received from Welsh Government, concern was expressed for potential deficits in the upcoming year. · Reference was made to the fact that hotels within Carmarthenshire had a lack of leisure facilities and it was asked if visitors staying at hotels could be offered a discount to visit leisure centres to increase their footfall. The Head of Financial Services acknowledged this enquiry and informed that it would be directed to the leisure department for further consideration. · In response to a query regarding an income shortfall at Yr Hwb in Rhydaman and Llanelli due to decrease in demand for desk space rental, the Media and Marketing Manager informed that a collaborative event was taking place in June. This will involve key partners aiming to work together and be co-located in town centres. RESOLVED that the report be received.
