The Cabinet received for consideration a report that detailed the Welsh Government revised 20mph guidance and the risk assessment approach undertaken to determine any changes to the speed limits following the Welsh Government’s ‘listening programme’. It was noted that the next steps would be for officers to commence consultation on the proposed 30mph speed limits listed in the report, this process would include seeking the views of the statutory stakeholders which include the local member, Community/Town Council, Police, Fire Service, Ambulance Services, Freight and Haulage Associations and relevant bus operator. Whilst not statutory, it was recommended that a letter drop to properties directly affected by the speed limit increase is undertaken to ensure that all those directly affected are able to have their views considered. Following consultation, a decision would then be made as to whether the proposals progress to advert in the form of a Public Notice pertaining to the draft Traffic Regulation Order. The draft Order would then be open to comment/objection by the wider community. Any objection to the draft Order would be considered by the Cabinet Member for Transport, Waste and Infrastructure Services. Subject to the decision of the Cabinet Member the draft Order would either be withdrawn and the 20mph speed limit remain or the Order to introduce a 30mph would be made operational. During 2025/26 Officers will undertake a review of ‘C’ Class and Unclassified Roads and as part of a second phase, and that buffer speed limits on the approach to existing 20mph speed limit also be reviewed as to their appropriateness. UNANIMOUSLY RESOLVED to: 7.1 approve that officers commence consultation on the proposed 30mph speed limits as listed in the report. 7.2 approve that following consultation, an officer decision will then be made as to whether the proposals progress to advert in the form of a Public Notice pertaining to the draft Traffic Regulation Order.
