Resolved that the Revenue Budget Monitoring Report as at 31st December 2025 in respect of 2024/25 be received.
The Committee considered the 2024/25 Revenue and Capital Budget Monitoring reports for the Place & Infrastructure and Public Protection Services falling within its remit. The Head of Financial Services, in the absence of the Cabinet Member for Resources presented the report which provided the latest budgetary position as at 31st December 2025. It was reported that Capital budget projections within the report showed a projected underspend of £6.6m. This was primarily due to slippage in the delivery of the fleet replacement programme and slippage in the Tywi Valley Path due to poor weather, land access issues and ecology works. However, the Cabinet Member highlighted to Members that it was very pleasing to note that the first 4-mile section had been opened to great public enthusiasm and with a high usage already. The unique 16-mile path through the heart of the County would open up the Tywi Valley to great tourist opportunities. The following queries were raised in respect of the report:- · In response to a query regarding the vacant position of the environment enforcement officer, the Director of Place and Infrastructure stated that the recruitment process was currently underway and that it was hoped to be filled very soon. · Reference was made to the overspend in relation to School Transport as cited within Appendix B. The Cabinet Member for Resources explained that it was due to the timing of the Easter period which fell within the same financial year. The Director of Place and Infrastructure stated that each additional day costed the Authority £78k which equated to £898k over the 11-day Easter period. It was acknowledged that this matter was a pressure point and work was being carried out to balance the finances over the next few consecutive years. · Reference was made to Animal Welfare in Appendix C. Concern was expressed regarding the comment cited ‘Under achievement of Licence Income due to reduced activity’. It was noted that the Task and Finish Group, during their review of dog breeding, found that the current costs do not cover the expenses of delivering the service. It was highlighted that the figures cited within the report support this finding. The Chair of the Committee agreed that this was a concern and explained that this would be a matter which would be forwarded to the Cabinet as part of the Task and Finish Group’s report. The Head of Leisure and Public Protection Services explained that whilst the charges were set Nationally, he confirmed that work was currently being carried out together with the Finance department to ensure that the internal recharges were being issued, ensuring that expenditure costs were being covered. · Reference was made to Appendix G (iv), Cleansing - Litter Bin. The Director of Place and Infrastructure explained that the consultation process for the bin rationalisation programme was currently underway, and that Members should contact the Waste team if they have concerns about bin removal or its impacts. · In reference to the reduction of the black/blue bag waste as cited in Appendix G (i) – Savings not on Target, it was asked what preparation work was being carried out ahead of the introduction of the new Blueprint model next year. The Director of Infrastructure explained that the move to the new Blueprint model was a significant change which aimed to increase recycling and reduce black bag waste. In preparation for this change a series of communications via social media and engagement with residents had been programmed. · Reference was made to Appendix G (ii) – Highway Maintenance Services. Clarification was sought regarding the comment: "Verge mowing - reduce width of cuts within 30/40mph areas to safety cut for visibility and safe access purposes." Concerns were raised about potential risks, particularly in the newly established 20mph areas if included. The Director of Place and Infrastructure confirmed that the mowing cuts would be reduced by approximately one swath and would encompass the hedgerows along the new 20mph roads. Assurance was given that safety would remain a priority, and the usual risk assessment process would be undertaken. · Reference was made to the School Crossing Patrols on Appendix G (iii) of the report. It was asked if the School Crossing threshold was available for viewing? The Director of Place and Infrastructure indicated that national guidelines were established and adhered to. Furthermore, it was collectively agreed during the budget-setting process to amend the criteria. The Director also consented to provide Members with the updated criteria for their information. Congratulations and thanks were extended to all departments for diligently working toward challenging budgets. UNANIMOUSLY Resolved that the Revenue Budget Monitoring Report as at 31st December 2025 in respect of 2024/25 be received.

RESOLVED that the 2023/24 Quarter 3 Performance Report be noted.
[Note: Councillor Meinir James, earlier in the meeting declared an interest in Ynnis Sir Gâr. However, as discussions regarding Ynnis Sir Gࣙâr did not arise she remained in the meeting, participated in the discussions and voted as normal.] The Committee received a performance report which provided the progress at the end of 2024/25 Quarter 3. Members as part of their role to scrutinise performance considered the progress on the actions relevant to this Committee which were linked to the actions and measures linked to the Corporate Strategy 2022-2027 and Well-being objectives. The following queries were raised in relation to the report:- • In response to a query in regard to measure PP/FOOD/001 on page 2 of the report, the Head of Leisure and Public Protection explained that the targets were challenging and that it was hoped that significant progress would have taken place during quarter 4. However, it was reported that although it was a small team, reassurance was provided that all high-risk premises assessments would be completed by year end. The team had 2 vacancies, affecting the number of assessments completed. Recruiting has been challenging due to a national shortage of environmental health and food officers. This was a national issue and to address this, a Level 4 apprenticeship scheme would be introduced in order to expand the candidate pool. The vacancies would be re-advertised in May this year. Regarding premises that conduct self-assessments without formal visits, an inquiry was made about potential changes in the future. The Head of Leisure and Public Protection clarified that the business type would be the primary determining factor, and the risk and priority list was continuously being reviewed. UNANIMOUSLY RESOLVED that the 2023/24 Quarter 3 Performance Report be noted.
RESOLVED that the minutes of the meeting of the Committee held on 14th March 2025 be signed as a correct record.
