RESOLVED that the final monitoring report of the Emergency Social Housing Allocations Policy be received.
(NOTE: Councillors H.A.L. Evans & S.M. Allen redeclared their interests and left the meeting for the duration of the agenda item) The Committee received a report on the impact of the implementation of the Emergency Social Housing Allocations for the period of April 2023 to February 2025. This report serves as the final assessment of the Emergency Policy, in light of the new Allocations Policy which commenced on 2nd March 2025. The following questions / issues were raised regarding the report: - The Housing Department was congratulated on the progress the new policy had made, especially with regard to the reduction in unsuitable matches. - In response to a question regarding improvements that could be made to the policy, the Head of Housing advised that an ongoing central government review on homelessness would affect any future changes. - A question was asked regarding specific officer responsibility for making improvements to the policy, and in response, the Cabinet Member for Homes advised that improvements were continually sought while the policy was being put into action, and that input was also sought from Housing Associations as they also use the register when letting homes. - The high ratio of adverts to direct matches in rural northern areas of the county was highlighted by the Committee. The Cabinet Member for Homes advised that this could be due to lack of demand from residents for houses in this area, possibly due to lack of transport links and services. If this was the case, advertising would be expanded to people from outside the local area. - In response to a question regarding the reviewing of applications, the Committee was advised that this was done every six months, from when an application was originally received. Applicants are contacted by letter, and also by phone or through a support worker if necessary. The Cabinet Member for Homes highlighted that this was a crucial step in reaching suitable matches, by making sure applicant circumstances are up to date. - The Committee asked about Housing Swaps and were advised by the Head of Housing that the data regarding this could be circulated, but that the authority was limited in what they could change due to the Housing Act. - In response to a question regarding the geographical boundaries in the report and how they related to council wards, the Head of Housing advised that this information was in the Allocations Policy and could also be circulated to the Committee. UNANIMOUSLY RESOLVED that the final monitoring report of the Emergency Social Housing Allocations Policy be received.
