RESOLVED that 6.1 the Job Profile and Person Specification appended to the report be approved. 6.2 the proposed interim arrangements be implemented, should they be required.
[Note: Councillor M. Palfreman having earlier declared an interest in this item, re-declared his interest and remained in the meeting and took part in the discussion). The Council received a report, presented by the Cabinet Member for Organisation and Workforce on the Recruitment to the Post of Director of Social Services & Housing (formerly known as Director of Community Services of which provided detailed information on the post and the Temporary Acting up arrangements if required. Council was informed that the current Director of Community Services would be leaving the Council from the beginning of July 2025. Therefore, the Council would need to approve the arrangements to appoint a new Director of Social Services & Housing. In presenting the report, the Cabinet Member for Organisation and Workforce noted the following changes to the current portfolio: 1. The Children & Families function would be disaggregated from the former Education, Children & Families Department and would become an integral part of the Social Services & Housing Department. 2. Leisure, Cultural Services and Public Protection would be disaggregated from the former Communities Department to the Education Department and would be subject to a further review within the next 12 months. It was also noted that consideration had been given to whether the post required a specific Social Worker qualification or note. While the position of Director of Social Services within a Local Authority was a critical role that demanded a high level of expertise, leadership and professional experience there was no legal requirement that specified that a Director of Social Services must be a qualified Social Worker. However, potential Directors would be expected to have a significant understanding of social care and statutory social services and their relationship to the wider organisation and these requirements were included in the person specification of the post. The Cabinet Member for Organisation and Workforce highlighted that the Deputy Chief Executive historical legacy role which has attracted 10% plussage rate had been discontinued. The Cabinet Member for Organisation and Workforce advised that Interim arrangements would be required by way of undertaking an internal expressions of interest exercise to seek applications from qualified individuals with relevant experience should the appointment of the new Director not be in place prior to the departure of the current incumbent. A concern was raised regarding the disaggregation of the departments, but assurance was provided that the alignment between the departments would be preserved. In response to a concern regarding the removal of the Deputy Chief Executive role, the Chief Executive advised that she was confident that it could work but that time would tell. RESOLVED that 6.1 the Job Profile and Person Specification appended to the report be approved. 6.2 the proposed interim arrangements be implemented, should they be required.
