The Cabinet Member considered a report regarding the consultation (including Integrated Sustainability Assessment (ISA) and Habitat Regulations Assessment (HRA)) in relation to the additional sites for Housing as required as a result of the Examination into the Revised LDP. The report was presented by the Strategic Policy and Placemaking Manager who noted the overall requirement of 8,822 new homes during the plan period. In delivering this requirement the Plan was required to include an additional level of flexibility, an allowance which within the 2nd Deposit Plan was 10%. However, as the Plan moved from the 2nd Deposit to Examination a series of evidential changes resulted in this flexibility allowance dropping to 2.5%. This was a matter considered by the Inspectors at the examination hearing sessions and has resulted in them requesting that the authority identify additional sites. This level of flexibility sought to ensure that the plan was sufficiently flexible to accommodate circumstances where some sites may not be delivered in the way anticipated. The Cabinet Member noted this and was advised in response to a question, that the additional 428 ‘allocated sites’ were ones which did not yet have planning permission. It was also advised that an allocation for 10 homes in Llanelli at Land off Penywern, Stradey would be removed prior to the consultation. The Cabinet Member was also informed that the sites had undergone Green and Blue Infrastructure (GBI) assessments, and that they would conform to the Supplementary Planning Guidance currently being developed. It was also advised in response to a question from the Cabinet Member that no additional sites were being added that had significant phosphate impacts. The Cabinet Member was also advised that Landscape Character Assessments would not form part of the evidence base for the consultation, but that character was considered and not likely to be an issue with the sites chosen as they were generally close to urban areas of similar character. RESOLVED to note the additional housing sites identified and the supporting documents and endorse their publication for public consultation for seven weeks between 27th March and 15th May 2025, in line with the requirements arising from the examination into the Revised LDP.
