The Cabinet received for consideration a report on the 2025/26 transition year funding in respect of the UK Shared Prosperity Fund (UKSPF). Cabinet was advised that the UKSPF formed part of the former UK Government's Levelling Up agenda, designed to replace former EU funding streams with a reduced budget. The current UK SPF programme was scheduled to end on 31st March 2025 and the current UK Government had announced an extension of the UKSPF for 2025-26 at a reduced level of £900 million to ensure stability and flexibility for delivering important local projects. The budget for Carmarthenshire would be £12,974,852, with £9,378,099 allocated for revenue and £3,596,753 for capital. It was noted that the fund would remain flexible, allowing Local Authorities to tailor the programme to meet local needs and opportunities in accordance with the investment priorities, mission-led themes and Government missions. The report detailed the proposed implementation and funding of the UKSPF within Carmarthenshire which would be delivered by way of Anchor programmes, standalone projects and commissioned projects. The new SPF Transition funding presented further opportunities to deliver growth within the County. UNANIMOUSLY RESOLVED to: 6.1 endorse the proposals in relation to the delivery of the UK Government’s Shared Prosperity Transition fund which will benefit the County from April 2025 – March 2026. 6.2 Deliver the transition year allocation through the successful regionally agreed SPF model for delivery. i.e. a. RESOLVED that: 9.1 the progress of the Notice of Motion- Rural Proofing, referred to Cabinet by County Council on 13th November 2024 be agreed; and 9.2 relevant Cabinet Members continue to discuss further progress with the Minister.
Cabinet received a report which contained information in response to a Notice of Motion relating to Rural Proofing referred by County Council at its meeting held on 13th November 2024 for consideration. In reviewing the progress made in respect of the Notice of Motion, the Cabinet considered the letter appended to the report, which had been sent to the Cabinet Secretary for Climate Change and Rural Affairs. In an update to the Cabinet, it was reported that a letter of response had recently been received which confirmed that rural proofing formed a mandatory element of the Integrated Policy Impact Assessments undertaken for all policies and programmes within the Welsh Government and there were no plans at present to further incorporate rural proofing as a statutory requirement in its own right due to the requirements of both the Agriculture (Wales) Act 2023 and the Well Being for Future Generations Act 2014. The Council’s request to collaborate with experts to develop and set new and specific targets and criteria to reduce rural poverty and deprivation, as set out in the Notice of Motion, was welcomed by the Cabinet Secretary for Climate Change and Rural Affairs. Accordingly, it was proposed that relevant Cabinet Members continue to discuss further progress with the Minister. The importance of rural proofing was emphasised by Cabinet Members as a means of ensuring that the needs of rural communities were considered within policies and decisions in order to support sustainable development and strengthen the resilience of rural areas for the future. UNANIMOUSLY RESOLVED that: 9.1 the progress of the Notice of Motion- Rural Proofing, referred to Cabinet by County Council on 13th November 2024 be agreed; and 9.2 relevant Cabinet Members continue to discuss further progress with the Minister.
