RESOLVED that :- 9.1 the contents of the report be noted. 9.2 the Draft Budget for 2025-26 be approved ‘in principle’, subject to chance once confirmation of funding is received. 9.3 the SLAs for 2025-26 be approved. 9.4 the contribution from reserve for 2025-26, in lieu of Local Authority contributions be approved.
The Joint Committee received for consideration and endorsement ‘in principle’ of the Partneriaeth revised draft budget for 2025-26. The Partneriaeth revised draft budget for 2025-26, included: · Assumptions and Estimates · Local Authority Contributions · Service Level Agreements (SLA’s) · Revised Draft Budget for 2025-26 · Working Balance and Reserves · MTFP 2025-26 to 2028-29 · Risks and Opportunities In response to queries, the Joint Committee was advised that the budget was complicated due to the setup of the new National Body for Professional Learning, which would cover some aspects of work currently undertaken by Partneriaeth. The full extent of the National function and how the function would run are yet to be determined. This is further complicated by the reduction to the Local Authority Education Grant to each of the three Local Authorities which would in turn impact on funding. It was noted that work was still ongoing however it was acknowledged that there would be a reduction in funding and that the three Chief Executives would need to ensure that future budgets would be financially sustainable. It was reiterated that the Joint Committee would only be approving the draft budget in principle and that the final budget would be approved under the new collaborative agreement once confirmation of funding from Welsh Government and member Local Authorities had been received. It was noted that this was the final meeting for the Joint Committee however a further meeting may be required later in the year to approve the statement of accounts. UNANIMOUSLY RESOLVED that :- 9.1 the contents of the report be noted.

RESOLVED that the report and risk profile be accepted.
The Joint Committee received the overall risk profile of the region. The report outlined the overall risk profile of the region which had been updated for September 2024 in line with the delivery of the new business plan linked to the delegated LAEG funding. The Joint Committee noted that the heat map indicated the risk scoring as: · Medium Probability and High Impact due to the lack of clarity regarding functions of Partneriaeth and · Medium Probability and Very High Impact due to Local Authorities providing insufficient funding to meet the running costs of Partneriaeth. It was highlighted that Partneriaeth Governance would be updated in the Risk Register from April 1st to reflect the collaboration agreement moving forward. UNANIMOUSLY RESOLVED that the report and risk profile be accepted.
The Chair noted that there were no items of business that should be considered as a matter of urgency.
