RESOLVED to proceed to detailed planning and undertaking stakeholder and public engagement.
The Cabinet considered a report on the progress being made to develop proposals for a future franchised bus network. The report noted that transformative legislation is planned to be introduced to the Senedd in 2025, to enable franchising whereby bus services in Wales, including routes, timetables, fares, hours of operation and service quality standards would be made by Welsh Government and Transport for Wales, working in partnership with Local Authorities and Corporate Joint Committees (CJCs). Bus operators could then bid for contracts to run services to these specifications. The Cabinet was advised that bus franchising would be introduced in regional phases, with South-West Wales proposed as the first region for the roll-out in 2027. UNANIMOUSLY RESOLVED to proceed to detailed planning and undertaking stakeholder and public engagement.

The Cabinet considered a report which sought approval to transfer from the Partneriaeth Legal Agreement to a new collaboration agreement for regional education workforce. The Cabinet was advised that regional arrangements to support the delivery of educational improvements are currently being delivered by Partneriaeth via a Legal Agreement effective from 2022, creating a Joint Committee between the Local Authorities of Carmarthenshire, Pembrokeshire and Swansea. It was reported that clause 20 of the Legal Agreement allowed the Parties to terminate the current arrangements on terms to be jointly agreed. The report detailed the actions taken to review the existing arrangements and the proposal to enter into a new collaboration agreement with effect from 1st April 2025. The Partneriaeth Joint Committee met on 18 October 2024 to agree new running costs and note the proposal to reduce governance arrangements. Accordingly, the Cabinet’s approval was sought in respect of the future arrangements. In an update to the Cabinet, reference was made to Schedule 2 of the collaboration agreement (Partneriaeth Delivery Costs) whereby it was reported that since publication of the meeting documentation, the proposed Service Level Agreement costs had increased from £30,600 to £38,770 and the Local Authority Contribution for 2024-2025 had increased from £40,680 to £41,100.
