RESOLVED TO RECOMMEND TO COUNCIL that the Local Authority Social Services Annual Report 2025/26 in Carmarthenshire, be approved.
The Cabinet received for consideration the Draft Local Authority Social Services Annual Report 2025/26. The report had been developed in accordance with the statutory requirement for the Director of Social Services to report annually to Council on the delivery of services and performance, as well as plans for the improvement of the whole range of social services. The Annual Report examined each service area within Social Care and demonstrated how service strategies, actions, targets and service risks would be addressed and delivered operationally by the service based upon the approved budget. It was reported that, following publication of the report, it would be considered by full Council in September 2026 with the Care Inspectorate Wales (CIW) and Welsh Government completing their analysis and review of the report. A formal meeting with CIW is scheduled for October 2026 to discuss their analysis and proposed plan. This will be followed by an Annual Letter to Council in late November/early December 2026, confirming their analysis and inspection plan. The process will link in closely with the Wales Programme for Improvement and the Annual Letter from the Wales Audit Office. In concluding, members thanked the Director of Social Services and Housing for his first annual report and to officers for their contribution to the preparation of the report. UNANIMOUSLY RESOLVED TO RECOMMEND TO COUNCIL that the Local Authority Social Services Annual Report 2025/26 in Carmarthenshire, be approved.

RESOLVED THAT the Un Sir Gar – Carmarthenshire’s Economic Vision 2025-35 be approved.
The Cabinet received for consideration the Un Sir Gar – Carmarthenshire’s Economic Vision 2025-35 report. The report noted that the key drivers of the strategy included leveraging local identity, responding to global trends like climate change and digital transformation, and capitalising on Carmarthenshire's unique assets. The plan emphasised the importance of integrating economic growth with the Welsh language, environmental sustainability, and community cohesion. Investing in the town centres and in ‘quality of place’ formed a key part of the drivers. The document highlighted the need for public sector intervention to overcome market failures, such as limited industrial commercial space and digital connectivity, and to realise the potential of public assets like Nantycaws Circular Economy Park and Pentre Awel. It also stressed the importance of collaboration with businesses, education providers, and neighbouring regions. Reference was made in the report to a working document containing a pipeline of projects developed to ensure a steady flow of investment opportunities, supported by funding from diverse sources, including local, regional, and national programs. Monitoring and evaluation frameworks were in place to track progress and measure the impact of interventions. The strategy aimed to create a prosperous, innovative, and inclusive Carmarthenshire, where economic growth sustained the County's unique identity and benefited all residents. It reflected a commitment to long-term regeneration, workforce development, and community resilience. UNANIMOUSLY RESOLVED THAT the Un Sir Gar – Carmarthenshire’s Economic Vision 2025-35 be approved.

RESOLVED THAT : 8.1 the redevelopment of Friars Park, Carmarthen be approved; 8.2 the Welsh Government’s Transforming Towns Grant of £2.5million, be included into the Council’s capital programme.
The Cabinet received for consideration a report on the redevelopment of Friars Park, Carmarthen. The report noted that the former Wilko’s building had reached the end of its usable life and that the existing car park did not meet modern parking standards. It was proposed that the building be demolished and the car park redeveloped. The redevelopment would support the provision of improved parking, enhanced user facilities and a more attractive, fit-for-purpose asset that will contribute positively to the long-term vitality of the town centre. The Cabinet was informed that £2.5million had been secured through the Welsh Government’s Transforming Town Grant to fund the cost of the works. As the grant would meet the full cost of the project, there would be no financial impact on the Council. The report also provided an outline of the process for the preparation for the demolition and redevelopment works. UNANIMOUSLY RESOLVED THAT : 8.1 the redevelopment of Friars Park, Carmarthen be approved; 8.2 the Welsh Government’s Transforming Towns Grant of £2.5million, be included into the Council’s capital programme.

RESOLVED THAT : 9.1 a temporary increase from 1st April, 2026 in the authority’s mileage rate to the HMRC rate of 55ppm be approved; 9.2 the decision be re-examined (whichever ends soonest), conclusion of the “workers first review” or the duration of the 2026/27 financial year.
The Cabinet received for consideration a report regarding HMRC mileage rates for 2026/27 financial year. The report highlighted that HM Treasury had announced on 25 March 2026 that drivers who claimed motoring expenses from their employer would see approved mileage rates reviewed ahead of a future budget. Approved mileage allowance payment rates have not changed since 2011, despite motoring costs increasing significantly. Reference was made to a “workers-first review” which will focus on people who rely on their car to do their job. It was noted that on 21 May, 2026 the Chancellor announced a series of measures to ease rising prices on households. The HMRC tax free rates included a 10p per mile increase, for people using a personal vehicle to undertake business related travel for the 2026/27 financial year whilst the review is completed. The Authority’s current mileage rates are as follows: Vehicle type First 10,000 business miles in the tax year Each business mile over 10,000 in the tax year Cars and vans 45p 25p Motorcycles 24p 24p Bicycles 20p 20p The HMRC tax free rates for 2026/27 are as follows: Vehicle type First 10,000 business miles in the tax year Each business mile over 10,000 in the tax year Cars and vans 55p 25p Motorcycles 24p 24p Bicycles 20p 20p UNANIMOUSLY RESOLVED THAT : 9.1 a temporary increase from 1st April, 2026 in the authority’s mileage rate to the HMRC rate of 55ppm be approved; 9.2 the decision be re-examined (whichever ends soonest), conclusion of the “workers first review” or the duration of the 2026/27 financial year.
