RESOLVED THAT the Tywi, Teifi and Cleddau Nutrient Management Plans be endorsed.
[Note: The Cabinet Member had earlier declared that as part of her Cabinet Member portfolio she was the Chair of the Afon Tywi Nutrient Management Board (NMB) ]. The Cabinet Member considered a report on the Nutrient Management Plans (NMPs) for the Afon Tywi, Teifi, and Cleddau river catchments. The report outlined the background to the establishment of Nutrient Management Boards (NMBs) following findings by Natural Resources Wales that several protected rivers were failing to meet new phosphate targets. It was noted that excessive nutrients, primarily from wastewater and agricultural runoff, were identified as a significant threat to river health, biodiversity, and compliance with environmental regulations. Accordingly, the NMBs, comprising statutory bodies, regulators, and stakeholders, were tasked with preparing NMPs to address these issues. Each plan aimed to identify nutrient sources, set reduction targets, and propose collaborative actions to improve water quality. It was emphasised that the plans were live documents subject to ongoing review and consultation. In considering the NMPs for the river Tywi, Teifi, and Cleddau appended to the report it was noted that endorsement would demonstrate environmental leadership, support sustainable development, ensure compliance with statutory obligations, and protect river catchments for future generations. The Cabinet Member commended Officers for their sterling efforts in the development of the NMPs. RESOLVED THAT the Tywi, Teifi and Cleddau Nutrient Management Plans be endorsed.

RESOLVED THAT the introduction of a fee for non-statutory pre-application advice for major and large-scale developments, calculated on a full cost recovery basis and benchmarked against other Welsh authorities be approved.
The report presented to the Cabinet Member outlined the proposal to introduce a fee for non-statutory pre-application advice for major and large-scale developments. This recommendation followed a strategic review of chargeable services and aimed to align with cost recovery objectives. The planning department had previously provided statutory pre-application advice at a set charge; however, increasing demand for enhanced support such as site meetings and supplementary written advice had placed significant pressure on resources. The introduction of a structured, fee-based service was therefore considered necessary to ensure sustainability and improve service delivery. The report highlighted the financial, regulatory, and operational implications of the proposal. Implementing a cost recovery fee was identified as the preferred option, as it would secure the financial resilience of the planning service and align with Welsh Government guidance. The benefits included increased revenue, improved regulatory compliance, and enhanced consistency in advice, while challenges related to administrative costs and public acceptance were acknowledged. In considering the alternative options set out in the report, it was considered that maintaining the status quo or introducing partial cost recovery, were deemed unsustainable and inconsistent with national expectations. RESOLVED THAT the introduction of a fee for non-statutory pre-application advice for major and large-scale developments, calculated on a full cost recovery basis and benchmarked against other Welsh authorities be approved.
