The Committee considered an application submitted by Councillors Martin Griffiths, Rhian Thomas, Annette Davies, Haulwen Lewis, Dylan Davies, Val Davies, Glyn Jones, Deian Griffiths, Angela James, John Jones and Wayne Cole of Llanfihangel ar Arth Community Council to speak and vote in relation to any Community Council business regarding the Green Gen electricity scheme from Lan Farm, Llanddewi Brefi to Llandyfaelog substation. It was reported that a dispensation was sought by 11 Councillors each of which had a personal interest in the matters relating to the Green Gen electricity scheme from Lan Farm, Llanddewi Brefi to Llandyfaelog substation by virtue of paragraph 12(2)( c) of the code in that it might reasonably be regarded as affecting the councillor’s well-being or financial position or that of their close personal associates. Members noted that Councillors Martin Griffiths and Angela James had agreed to represent Llanfihangel ar Arth Community Council on a Committee made up of local Community Councils affected by Green Gen Plans. In addition, all Councillors seeking dispensation were acquainted with people within the Parish who would be affected by the plans. It as highlighted that Dispensation was sought on 4 grounds in the Standards Committees (Grant of Dispensations) (Wales) Regulations 2001. These were:- • Regulation 2(a) No fewer than half the members of the Council has an interest which relates to the business. • Regulation 2(c) The inability of the member to participate upsets the political balance of the Council to such an extent that the outcome would be likely to be affected. • Regulation 2(d) The members participation would not damage public confidence • 4. Regulation 2(e) The interest is common to the member and a significant proportion of the public In being reminded that the Committee had previously granted dispensations to other councillors in respect of similar interests, Members were minded that consistency and fairness be applied to this application. Following a discussion it was: UNANIMOUSLY RESOLVED that dispensation be granted under Regulation 2(2)(d) and (f) of the Standards Committees (Grant of Dispensation) (Wales) Regulations 2001 to Councillors Martin Griffiths, Rhian Thomas, Annette Davies, Haulwen Lewis, Dylan Davies, Val Davies, Glyn Jones, Deian Griffiths, Angela James, John Jones and Wayne Cole to SPEAK AND VOTE at meetings in relation to matters regarding the Green Gen electricity scheme from Lan Farm, Llanddewi Brefi to Llandyfaelog substation and that these dispensations be valid until the end of the respective Councillors current term in office.

Rhaid i gynghorwyr ddweud pan fydd ganddyn nhw gysylltiad personol â rhywbeth sy'n cael ei drafod, fel swydd, eiddo neu aelod o'r teulu. Mae buddiant sy'n rhagfarnu yn ddigon cryf i'r cynghorydd adael yr ystafell fel arfer a pheidio â chymryd rhan.
Caiff datganiadau eu darllen o'r cofnodion unwaith y byddan nhw wedi'u cyhoeddi.
Yn rhestru cynghorwyr presennol y cyngor yn unig. Nid yw aelodau cyfetholedig, swyddogion a chyn-gynghorwyr yn cael eu dangos.
