SPEED LIMIT) ORDER 2026 The Cabinet Member noted that following a review undertaken in accordance with the Welsh Government’s revised guidance, ‘Setting 30mph Speed Limits on Restricted Roads’, and subsequent consultation with Statutory consultees and residents, seven lengths of road were advertised in the Order to increase the speed limit from 20mph to 30mph. RESOLVED to: 6.1 proceed with the phased rollout of the Blueprint collection model to the West area of the County (Carmarthen Depot Operational Area) operating from an interim site at Nantyci; 6.2 continue planning and investment for the long-term, county-wide transition, including the development of a permanent central depot at Nant-y-Caws; 6.3 implement the necessary operational, communication, and risk mitigation measures to ensure a successful transition and maintain public confidence.
The Cabinet Member received for consideration the Waste Strategy Update report which contained recommendations for approval. The report detailed the rationale and operational requirements to introduce a phased Blueprint collection model, starting in the Carmarthen area, while continuing long-term investment planning for a county-wide transition, including a central depot at Nant-y-Caws. Carmarthen operating area had been selected as the initial phase to enable early progress towards full Blueprint compliance, addressing statutory recycling targets, contamination issues, and forthcoming legislative requirements such as the Emissions Trading Scheme. A phased rollout would allow the Council to commence segregated waste collections whilst the wider infrastructure development is advanced. In addition, the report included an update on the capital requirements arising from the revised approach to implementing Carmarthenshire County Council’s Waste Strategy. The Cabinet Member noted that the Council recognised that the phased rollout of the Blueprint waste collection model introduces a range of strategic, operational, and reputational risks. To address these, a proactive and structured approach to risk mitigation and monitoring had been embedded into the project governance. By way of a further update, the Waste Transformation Project Manager reported that the Interim Full Business Case was due to be submitted to Welsh Government shortly, setting out the increase in overall project costs compared with the original 2023 cost estimates. A further funding requests would be made to Welsh Government in addition to the £19.1 million previously agreed in principle. Furthermore, assurance was provided in that the Council’s contribution had been fully assessed, and the service had proposed how the Council would fund and phase its contribution. Waste Services had coordinated with Finance to programme this commitment, and the financial details would be outlined in the Full Business Case submitted to Welsh Government.
