Members received a report providing information to aid the scrutiny of the draft report to Cabinet titled ‘Cardiff to Newport Sustainable Transport Corridor – Phase 1a (Including Kingsway Public Realm Improvements)’, which was due to be considered by Cabinet at their meeting on 18 June 2026. Members were advised that the recommendations to Cabinet are intended to enable delivery of the Council’s strategic transport and regeneration priorities by advancing bus priority, active travel connectivity and city-centre public realm improvements. The report sought to provide delegated authority to ensure efficient procurement and maintain project pace, safeguarding the agreed programme and five-year funding profile while demonstrating value for money. Furthermore, progressing Phase 1a on schedule was critical to securing early benefits and establishing a foundation for subsequent phases. A single, integrated delivery approach was proposed to proactively manage design, construction and network risks, minimise disruption, and control costs. The Chairperson welcomed Claire Moggridge, Head of Transport; John Mattingley, Operational Manager Major Projects and Phil Belcher, Senior Project Manager, to the meeting. The officers were invited to presentation on the sustainable transport corridor scheme following which the Chairperson opened the debate on this item. Those discussions are summarised as follows: · A Member referred to the modelling that has been undertaken to assess the impact of the scheme on other areas. The Member asked whether officers have responded to concerns raised regarding the impact of the scheme on pedestrians in the city centre. The Head of Transport stated that the modelling has looked at adjacent areas and indicated that the scheme can be delivered with minimal impact. The scheme was generally active travel led and therefore provides betterment in respect of pedestrians. · A Member considered that creating cycling infrastructure would potentially impact on pedestrians and other groups. The Member asked whether, in terms of engagement, the Council has responded directly to concerns raised. Officers indicated that consultants have identified the best route for a cycleway and that scheme removes the cycleway through the underpass near City Hall. Lessons have been learned from the pop-up cycle way route particularly in respect of where the cycle was meets bus stops and pedestrian crossings. Direct consultation is being undertaken with representatives from accessibility groups also. · A Member asked what was lost in Dumfries Place in terms of road usage for motorists. Members were advised that much of the highway layout would remain similar however the space be reallocated. There would be some change to the length of lanes. · Officers were asked to explain the linkages between the transport corridor and the South Wales Metro project. Officers stated that they are working closely with colleagues in Transport for Wales. The corridor will link with the new Cardiff East station as part of Phase 3. Conversations around linkages are being undertaken but remain at an early stage and a concept design will be produced moving forward. There will also be bus and cycling linkages with the new Cardiff Parkway station. In the City Centre improvements will be made to the existing cycleway at Station Terrace junction serving Queen Street Station. · Responding to comments made regarding a new development taking place on the corner of Queen Street, the Head of Transport accepted that the development would present some challenges during its construction. · A Member considered that the scheme would potentially create pinch points along the route which may increase congestion overall and the risks around this have been identified in the report. The Member asked what has been incorporated into the design of the scheme to minimise increased congestion. Officers stated that the modelling for Phase 1A of the scheme identified two noteworthy junctions as Park Place and West Grove. In Park Place additional pedestrian facilities are being introduced providing crossing facilities. The West Grove junction reallocates the cycleway to the northern side of the junction. Resequencing of the traffic light signals has meant that there are overall improvements at that junction. Looking further into the future, the various phases of the scheme inform the modelling for future phases, and the optimum solution will be chosen to maximise usage given the obvious constraints. The Head of Transport considered that most of the challenges will come during the construction phase. Construction will be undertaken east to west from West Grove and resulting in an increase in capacity at this intersection. Works in other locations, such as those in Callaghan Square, have also been taken into consideration as part of the modelling. · A Member asked what criteria would be used to evaluate the project. Officers stated that during the tender bidding process the various phases of the scheme for which funding bids would be made were identified. Partner authorities in the Cardiff Capital Region were reassured that Cardiff were capable of delivering the scheme and that there would not be an overwhelming impact on the transportation network for the region as a whole. Each phase will reviewed and presented to the region when the benefits will be demonstrated. Reviews of the scheme are undertaken during the design stage and upon completion of each stage set against the criteria committed to. Ongoing funding can be challenged if the phases are not achieving what was proposed. The criteria include road casualty reductions, bus journey times and public perception. · Responding to a question, officers confirmed that construction on site would commencing on the West Grove section in early in 2027 – quarter 4 of the current financial year. When agreeing the start date consideration was given to the works in Castle Street, the Christmas period and other events in the city in order to minimise impact. · Officers confirmed that there would be ongoing consultation with accessibility groups and other stakeholders throughout the project. · A Member asked whether, in terms of the modelling undertaken, there was a tipping point whereby as the cycle network moves eastwards RESOLVED – That the public be excluded as the following discussion includes exempt information as defined in Section 12A of the Local Government Act. AGREED: that the Chairperson, on behalf of the Committee, writes to the Cabinet Member conveying the observations and recommendations of the Committee when discussing the way forward.
